SUMMARY
Under general direction of the Assistant City Manager, provides leadership and strategic direction for the Public Works and Engineering functions of the City. Directs, manages, and supervises the activities of the Public Works Department, including the Engineering Division, personally or through subordinate manager and/or supervisors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
SUPERVISORY RESPONSIBILITIES
Manages subordinate managers and/or supervisors who supervise employees in the Public Works Department. Is responsible for the overall direction, coordination, and evaluation of this unit.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Bachelor’s degree in engineering or related field, and five years of progressively responsible professional/supervisory experience and/or public works or engineering management experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to management, public groups, and/or boards of directors.
REASONING ABILITY
Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables. Ability to read, interpret, and understand construction plans and construction specifications.
CERTIFICATES, LICENSES, REGISTRATIONS
A valid Texas Driver’s license is required, and a Texas Professional Engineer License is preferred.
SPECIALIZED KSA'S
Must have knowledge of use and application of computer software relevant to the position. Demonstrated ability to determine the prudent and appropriate course of action in situations where policy guidelines may not be available or require interpretation. Advanced oral and written communications skills; develop and maintain effective working relationships with other employees, supervisors and other Department/Division heads; respond in an accurate and professional manner to inquiries from other agencies and the public.
