MSEL Planner Job Summary Scenario Developer and/or Master Scenario Events List (MSEL) Planner in the Scenario/MSEL Exercise/Event Design Section. Prepares the Scenario and/or MSEL for joint/combined Joint Staff J7 supported exercises/events. In coordination with supported military customers and the Joint Exercise
Support Team performs duties as Scenario and/or MSEL Planner during exercise/event planning and execution. Responsibilities include preparation and delivery of Task Order tasks/products for Scenario and/or MSEL.
Essential Job Duties and Responsibilities:
- As the Scenario Planner: develops the Road to Crisis; Ground Truth document; Force and Base Lay-Down; Intelligence Threat Stream; Operational Environment (OE) Orientation Brief and Operational Overview Document; Road to Crisis document; and exercise/event Battle Rhythm documents.
- As the MSEL Planner develops: the MSEL Matrix; MSEL overview briefing; MSEL scripted events/storylines; MSEL shell; JMSEL database for assigned exercises; and supports MSEL synchronization requirements as required.
- Assist the lead planner in Scenario and/or MSEL management and development.
- Performs duties as Scenario and/or MSEL Coordinator during exercise execution.
- Provides instruction in JMSEL operations to members of the Exercise Control Group.
- Attends exercise/event planning conferences and attends coordination meetings as required.
Minimum Job Requirements:
- BS/BA degree Minimum of seven (7) years’ experience in military operations to include experience in the conduct of training Working knowledge of JTIMS JMSEL
- Have the ability to: prepare and conduct seminars/work groups; conduct training in large and small groups; conduct post exercise analysis
- Three (3) years’ experience in the joint or service planning process.
- Must be able to travel. Travel: at least 25% .
- Secret Clearance is required; must be able to obtain a TS SCI clearance
- Additional Requirements Joint Staff J7 Exercise/ Event Planning and Execution Experience Control Group Joint Forces Staff College/equivalent Top Secret SCI clearance
