What We Do
The Public Works Department provides a variety of services related to the development, construction, inspection, improvement, and maintenance of the City's infrastructure. This infrastructure includes traffic lights, sidewalks, streetlights, and roadways. In addition, Public Works runs the following enterprise operations: Water, Solid Waste, Wastewater, Stormwater, and Parking Operations.
 
What We're Looking For
The City of Beverly Hills is seeking qualified candidates for the position of 
Senior Management Analyst to work in the Parking Services Division of the Public Works Department. The incumbent will perform professional, analytical, administrative, and/or supervisory duties in various administrative staff functions including budget/financial analysis, program/project management, legislative analysis and development, policies and procedure development, organizational analysis, and asset and contract administration. Additionally, they will perform highly complex assignments involving research, analysis, planning, evaluation, and program coordination; and provide highly responsible professional support to senior management. Previous experience or training in the parking industry or using parking software is desired, but not required.

Disaster Service Workers: All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
 
Duties may include, but are not limited to, the following:
  • Plan, develop, and coordinate the implementation of programs and projects of a large scope or complexity within an operating department.
  • Develop and recommend departmental and/or City-wide systems, policies, procedures, and administrative guidelines.
  • Perform comprehensive analysis and coordination of municipal policies, organization, procedures, and services. Analyze the economic and financial feasibility of proposed projects and programs and make recommendations.
  • Develop and recommend goals, objectives, and guidelines, utilizing resources effectively to improve efficiency and organizational effectiveness of the operation. 
  • Prepare, monitor, and oversee the department, division, project, and/or program budget. 
  • Conduct revenue and expenditure forecast and research. 
  • Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
  • Plan, prioritize, assign, supervise and review the work of assigned staff; provide and coordinate staff training; work with employees to correct deficiencies; may participate in the selection of staff and implement discipline procedures. 
  • Interpret and monitor compliance with City codes, regulations, and policies, and local, federal, and state statutes and guidelines. 
  • Keep abreast of new legislations operation, and recommend adjustments to procedures to ensure compliance with prevailing laws. Oversee the implementation of state-mandated programs and projects. 
  • Negotiate and administer contracts, agreements, leases and services. Develop agreements and contract terms and monitor compliance.  Mediate user/provider complaints. 
  • Research grant programs, prepare grant applications, and monitor compliance with applicable terms. 
  • Conduct research and analyze statistical and related data. Review and make recommendation on administrative and operational problems. 
  • Prepare comprehensive technical reports, memoranda, and correspondence, as well as maintains records. 
  • Prepare and may present reports to City Council, City Manager and various boards, committees and citizen groups at the request of the department director or City executives.
  • Act as a resource to the public, City Administrators, City Departments, City Council, commissions, organizations and community groups. Interpret and explain City policies and procedures.
  • May represent the City and make presentations in the community, and at interdepartmental, interagency, and professional meetings, as assigned 
  • May supervise, train, and evaluate the work of professional, technical, and support staff, as assigned. Ensure that staff provides a high degree of customer service to both internal and external customers. 
  • Assist new or existing staff in learning departmental practices and protocols, methods, and procedures.
Experience and Training 
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.   A typical way to obtain the required knowledge and abilities would be:
  •  Experience:
    • Four years of increasingly responsible analytical or administrative experience.
  •  Training:
    • Equivalent to a Bachelor’s degree from an accredited college or university with major course work in Public Administration, Business Administration, Economics, or a related field.
Knowledge of:
  • Principles and practices of public administration.
  • Principles and practices of organization, administration and management.
  • Principles, practices, methods, and techniques of effective supervision, training, and performance evaluation.
  • Program and project development, implementation and evaluation. 
  • Fiscal analysis and budget preparation and administration. 
  • Grant application and monitoring.
  • Data collection and analysis.
  • Report writing techniques and editing. 
  • Quantitative and management analysis technique. 
  • Effective customer service techniques.
 
Ability to:

  • Interpret and apply relevant laws, codes, and regulations. 
  • Prepare and deliver effective public presentations.
  • Plan, develop, and manage programs and projects. 
  • Establish and maintain effective and cooperative working relationships with officials of public and private agencies, City Council, commissions, community groups, the general public, and others contacted in the course of work.
  • Provide effective customer service. 
  • Exercise independent judgment and initiative within established guidelines.  Use sound judgment in recognizing scope of authority.
  • Operate and use standard office equipment including computers and applicable software applications.
  • Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities.
  • Utilize appropriate safety procedures and practices for assigned duties.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Communicate clearly and concisely, both orally and in writing.
