The Capital Improvements Project Manager directly contributes to the City of Boca Raton’s Capital Improvement Program (CIP). The CIP is critical to ensuring that the City continues to provide the public with the facilities needed to support the current and projected population. As Capital Improvements Project Manager, the incumbent will perform a high level of professional, technical, supervisory, and administrative engineering project management work touching on large scale public facilities throughout Boca Raton on behalf of Utility and/or Municipal Services, depending on area of assignment.

Under the supervision of the department Deputy Director and Director, the Capital Improvements Project Manager supervises the work of internal professionals and external contractors. The Manager will, on occasion, be required to work a flexible work schedule as needed to support City Council appointed Advisory Boards and the City Council in regard to the (CIP).

  • Performs professional duties related to planning, coordinating, managing, and implementing of Capital Improvement Projects.  
  • Manages information regarding CIP projects from conceptual ideas through construction and warranty periods in the categories of buildings, streets, and water and wastewater utilities.
  • Develops project scope, work plans, and resource allocations; selects professional engineering consultants; evaluates existing operations; and prepares engineering solutions which include economic, environmental, and community impacts.
  • Develops project implementation strategies and schedules; oversees the preparation of engineering, architecture and landscape architecture specifications and bid documents; coordinates internal and external reviews and permits; estimates construction costs; and monitors and tracks project budgets. 
  • Writes requests for proposals, requests for qualifications, and scopes of work to include change orders and amendments to consulting agreements and memorandums to City Council.
  • Depending upon area of assignment, supervises the work of designers, project engineers, junior project managers, inspectors, and contractors to assure compliance with City standards and specifications.
  • Assists in resolving problems with contractors/consultants and negotiates settlements in disputes regarding contracted work.
  • Presents information to various City Council appointed Advisory Boards and City Council regarding CIP. 
  • Assists in the development of CIP goals, policies, and annual work program using information about the City's infrastructure and its overall relationship to the City of Boca Raton Comprehensive Plan. 
  • Ensures compliance with the City's codes, specifications, and standards; and federal and state environmental rules as related to area of assignment.
  • Reads and interprets guidelines, maps, plats, site plans, utility plans, landscape plans, trail plans, grading plans, irrigation plans, and other plans to develop engineering scopes and design plans.

  • Assures effective and efficient use of budgeted funds, personnel, materials, and time.
  • Evaluates service costs and make related recommendations.
  • Identifies and recommends improvements in divisional and departmental operations to ensure support functions are efficient and cost effective.
  • Responsible for the safety of self, others, materials, and equipment and ensures the proper use of all safety equipment.
  • Performs related tasks as assigned.
  • Knowledge of:

    • The theory, principles, best practices and techniques of project management, public utility services, construction, and related local government matters
    • Land and engineering survey systems
  • Skilled in:

    • Microsoft Office Suite products to include Word, Excel, PowerPoint, and Outlook, to an intermediate degree of proficiency.
    • Write professional and effective letters, memos, emails, reports, manuals, and policies.
    • Methods and practices of assembling, analyzing, and presenting statistical data.
    • Communicating clearly and concisely, both orally and in writing with the general public, co-workers and consultants, to give and receive information in a courteous, honest and straight-forward manner. Must be able to adapt communication style and format to the audience.
  • Ability to:

    • Express ideas clearly and concisely, both orally and in writing
    • Prepare technical reports; read and interpret construction/engineering plans, service contracts, and related materials as pertains to CIP.
    • Prepare quantity take-offs and cost estimates.
    • Manage multiple projects at one time.
    • Review and approve invoicing requests and change orders.
    • Analyze complex problems and develop, recommend, and implement solutions.
    • Acquire competency in the use of departmental computer software, systems, and procedures.
    • To instruct personnel in proper work methods and to plan and supervise their work.
    • Establish and maintain effective working relationships with City officials, employees, consultants, contractors, and the general public.
    • On occasion, work a flexible work schedule that includes weekdays beyond normal business hours as needed to support City Council appointed Advisory Boards and City Council regarding CIP

  • Bachelors degree from an accredited college or university in civil engineering, environmental engineering, architecture or related engineering field
  • Six (6) years of progressively responsible professional project management experience in the design, installation, management, and construction of engineering projects including utility, roadway, building, and park and trail projects as appropriate to the position.
  • Possession of a valid State of Florida Class “E” driver’s license


PREFERRED QUALIFICATIONS:

  • Possession of a valid Florida Professional Engineer's License
  • Previous experience within public works, public utility services, or related scope of work within a public municipal agency is preferred.

Salary : $90,000 - $115,000
