The City of Boise's Public Works Department is seeking a talented and dedicated individual to join our collaborative, service-oriented team of engineering professionals, where we are actively engaged in creating a clean city for everyone. The Assistant City Engineer for the Development Information Services (DIS) group manages the city’s foothill drainage systems, oversees permitting of hillside, stormwater, and grading related to development, and oversees the city’s street light program. 

  • As an Assistant City Engineer, you will direct major engineering activities of the Public Works department, performing professional engineering and design work within the DIS group.
  • This role provides senior-level licensed engineering oversight, solving problems of the highest technical difficulty, and mediating delicate public relations matters in a timely manner in the best interest of all parties concerned.
  • This position works closely with the city’s Planning and Development Services department and often acts as a subject matter expert, occasionally presenting to the Planning & Zoning Commission and Mayor & Council.

 Manages the work of professional, technical, and/or other staff; determines organizational structure, staffing needs, and work strategies; ensures adequate resources are available for staff to perform work duties; and ensures that assigned operations and activities comply with organization goals and objectives.

Plans, coordinates, and oversees consultants, contractors, and staff on engineering design and construction projects, evaluating contract compliance, and adherence to technical policies. Conducts engineering studies to evaluate the feasibility of proposed or ongoing projects, methods to be used, and to determine solutions to existing field problems. Oversees a budget, schedules, procurement, contracting, design, construction, contract management, start-up, and maintenance requirements for municipal projects. Performs and oversees facility planning, capital improvement projects, repair, and maintenance budget planning, and resource planning.

Reviews technical work conducted by consultants, engineering staff, and other departments. Provides oversight for both internal and external projects. Provides issue analysis and develops resolutions for technical permit applications. Directs the development of comprehensive written informational guidelines and design standards regarding the development, operation, and maintenance of publicly and privately maintained facilities for adoption by the city. Reviews, revises, and develops technical contract specifications and standard construction drawings.

Provides guidance and oversight to various facility operations groups in terms of engineering support, analyses, and recommendations.Required Knowledge, Experience, And Training
  • Bachelor’s degree in civil, structural, sanitary, or mechanical engineering or a closely related field and
  • 7 years of progressively responsible engineering experience in the practice of complex project development and engineering project management, plus 
  • 2 years of experience managing complex public works projects with supervisory responsibilities.
Knowledge of: 
  • principles and practices of civil and/or mechanical engineering; 
  • budgets and budget administration; 
  • interpreting engineering plans and specifications; 
  • principles and practices of project management; and 
  • engineering contract administration.
Ability to: 
  • plan and direct the work of staff and contractors; 
  • read, interpret, and comply with all laws, ordinances, policies, and procedures; 
  • analyze information, identify alternatives, and develop sound conclusions; 
  • effectively communicate complex technical information with non-technical staff, elected officials, and the general public; 
  • communicate effectively in the English language at a level necessary for efficient job performance; and 
  • perform all essential functions as assigned by an authorized employee, supervisor, and/or manager with or without reasonable accommodation.
  • Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
  • Master’s degree in civil, structural, sanitary, or mechanical engineering or a closely related field and 
  • 5 years of management experience in the practice of public works engineering and construction, including experience in planning and directing complex engineering projects and supervision of professional and paraprofessional engineering staff
  • Demonstrated experience with complex systems, wastewater treatment processes, wastewater collections hydraulics, land surveying and land development, and/or sewer rehabilitation.
  • Knowledge of statutes, ordinances, and regulations governing engineering practices and procurement.
Licensing And Other Requirements
  • Valid state-issued driver's license.
  • Licensed by the State of Idaho as a Professional Engineer (PE) or if licensed in another state, the ability to acquire an Idaho license through the Idaho Board of Professional Engineers within six (6) months of hire date.

Physical Efforts
The noise level is rarely moderate. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision and distance vision. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards and work in/at heights. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals. exposed to various hazards associated with municipal construction sites and projects.
This position works: weekend, shift and holiday work may be required, as projects or emergencies dictate.

Salary : $102,378 - $121,564
