This position:
  • Provides regulatory compliance control for the Housing and Community Development (HCD) Division programs receiving funding through the U.S. Department of Housing and Urban Development (HUD) and other federal, state and local agencies
  • Performs compliance-specific tasks and audits associated with each project
  • Completes environmental reviews, manages federal labor standards compliance and reporting, and ensures compliance with lead-based paint regulations
  • Work is performed under general direction 
  • May be eligible for a hybrid work schedule
To provide a safe and healthy workplace for all City of Boise employees, residents, and community members, new employment offers are contingent upon the applicant providing proof of up-to-date COVID-19 vaccination process according to current CDC guidance to the City, on a confidential basis, or receiving an exemption from the vaccination requirement as a legally required medical or religious accommodation two weeks prior to the applicant’s scheduled start date.    Performs housing inspections, risk assessments, desk reviews, and on-site monitoring of sub-recipients. Coordinates communication before, during, and after monitoring reviews. Analyzes, documents, and generates written reports assessing the performance of sub-recipients. Recommends corrective action based on results of monitoring and desk reviews. (35%)

Reviews potential environmental impacts of projects to determine whether federal, state, and local standards are met. Completes assessments to ensure projects will not negatively impact surrounding environments or end-users. Completes formal environmental reviews for submission to HUD. (20%)

Manages federal labor standards including compliance with the environmental reviews, Davis-Bacon Act, Section 3, Minority Business Enterprise, Section 504. Coordinates all reporting from external contractors and internal project managers. (20%)

Reviews projects and provides technical guidance to ensure compliance with lead-based paint regulations. Performs risk assessments, inspections, clearance testing, and maintains equipment. Coordinates training for staff and external contractors as needed. Maintains records and completes reporting as required. (15%)

Monitors and reviews directives and other communications from HUD, other grantor agencies, and the City of Boise for changes in program regulations. Communicates necessary changes and assists in developing implementation plans to maintain compliance. Ensures alignment with State Historic Preservation Office’s (SHPO) and tribal government policies affecting HCD projects, including any required documentation and reporting. (10%)

  • Bachelor’s degree in public administration, environmental studies, planning, or related area
  • 3 years of professional experience in program monitoring, compliance, or auditing
  • And/or an equivalent combination of education and or experience 
Knowledge
  • Performing environmental reviews, Davis Bacon reporting, and lead-based paint requirements
  • Uniform Housing Code, state and federal statutes and regulations pertaining to housing standards, Davis-Bacon Act requirements, EPA and HUD regulations pertaining to lead-based paint, and other hazards
  • Cross-cutting federal regulations
  • Training and development principles and practices
Abilities
  • Understand complex regulations, policies, and procedures pertaining to multiple programs
  • interpret and apply complex rules, regulations, policies, and procedures
  • Compile, develop and organize data and information into clear and concise written reports
  • Operate a computer with demonstrated proficiency using contemporary databases, word processing, and spreadsheets software applications
  • Plan, organize and implement special projects
  • Display an attitude of cooperation and work harmoniously with all levels of city employees, the public, and other organizations
  • Communicate effectively in the English language at a level necessary for efficient job performance
  • Complete assignments in a timely fashion
  • Understand and comply with all rules, policies, and regulations
  • Maintain prompt and regular attendance and perform all essential and marginal functions with or without reasonable accommodation 
  • Capable of operating vehicles safely and having an acceptable driving record
Preferred Knowledge, Experience, And Training
  • Master's degree in public administration, environmental studies, planning or related areas
  • 5 years of professional experience in program monitoring, compliance, or auditing
  • And/or an equivalent combination of education and or experience

Licensing And Other Requirements 
  • Valid state-issued driver's license 
  • Must obtain certification from Environmental Protection Agency (EPA) as a lead risk assessor, inspector, and supervisor within 90 days of employment
Special Requirements
Applicants must be able to pass:
  • City of Boise background check processes including a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation 
  • Driving Record Check

Physical Efforts
While performing the duties of this job the employee is occasionally lifting/carrying up to 10 pounds. Also, the employee is occasionally pushing/pulling up to 10 pounds. The noise level is occasionally moderate. Work includes the sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions and outdoor weather conditions. Employees are exposed to electrical hazards. Employees will also drive a vehicle as part of this position.

Salary : $54,000 - $58,000
