Essential Functions
Manages and conducts recertification for all tenant households in the City of Boise’s rental housing portfolio. Evaluates, processes and verifies tenant household financial profiles, including employment and all other income sources. Prepares and reviews lease documents. Inputs and maintains resident profiles in software and monitors databases related to tracking demographic information for reporting per federal requirements. Prepares and submits annual compliance reports to higher-level staff for distribution to monitoring and compliance staff.
Serves as the primary point of contact for rental housing inquiries, especially all recertification inquiries. Provides information regarding rent schedules, leasing eligibility and policies and procedures for rental housing.
Performs other duties as assigned. Nothing in this job description restricts management's right to assign or reassign duties and responsibilities to this position at any time.

- Provides accurate and detailed analysis ranging from routine to technical for the Division of Housing and Community Development’s Rental Housing portfolio to certify tenant household income and comply with complex federal regulations.
- Work requires critical thinking, initiative, considerable independent judgment, precise attention to detail and meticulous and accurate follow through.
- This position works under general supervision.

Requirements
Required Knowledge, Experience, And Training
- High school diploma or equivalent, and
- 4 years of progressively responsible property management or leasing experience with multi-family housing, or
- an equivalent combination of education and/or experience.
- general, federal and state landlord and tenant laws;
- general business office and telephone etiquette, equipment and procedures;
- basic math, spelling and grammar skills;
- computer usage, including related software such as database, word processing and spreadsheet software applications;
- record-keeping and filing practices; and
- general customer service techniques.

- effectively communicate and interact with low-income individuals and those with disabilities;

Preferred Knowledge, Experience, And Training
- Bachelor's degree and
- 2 years of progressively responsible experience with federally assisted property management.
- Leasing experience, including administering and interpreting program guidelines for various housing assistance activities authorized under the Housing and Community Development Act.
- U.S. Department of Housing and Urban Development's Community Planning and Development housing rules;
- Federal Fair Housing Laws and Disability Laws (ADA/Section 504); and
- Public Indian Housing regulations, as applicable for voucher programs.
