Starting Hiring Range: $102,500.00 to $108,650.00
DEFINITION
Under the supervision of the Assistant Public Works Director/Director of Infrastructure, performs a variety of field and office professional civil engineering work; supervises and participates in the management of engineering planning, design, investigation, and construction of Public Works Division/Infrastructure Department and Development projects, provides direct supervision of Public Works Engineering and Construction Inspection staff. This position performs complex level assignments and is responsible for independent engineering analysis and recommendations. This position also supervises the work of professional and technical staff, requiring independent judgment and initiative in scheduling work assignments of others in the performance of complex engineering work while providing excellent, respectful and inclusive customer service and human relations skills, which support the City of Brighton’s mission and values.
SUPERVISION EXERCISED AND RECEIVED
Position is supervised by The Assistant Director of Public Works supervises assigned Public Works Division employees.
EXAMPLES OF DUTIES
Duties may include, but are not limited to, the following:
- Administration of Public Works contracts, including City capital projects, other public improvement projects. Performs technical review and approval of project plans, designs and construction, and evaluation of project proposals; makes recommendations for award of contract. Review plans, specifications and cost estimates and ensure compliance with City standards for development projects.
- Performs inspections of new construction and existing public works structures to determine adequacy and make estimates of stabilizing requirements; meets with contractors to resolve items of non-compliance. Makes periodic project status reports.
- Reviews plans, specifications and cost estimates of architectural/engineering firms performing work for the City and private development projects, analyzes materials and design data, assigns contract modifications and negotiates and prepares contract change orders.
- Initiates and conducts technical studies, prepares reports and makes recommendations related to civil engineering projects, hydrology, traffic, transportation, and other specialized studies. Perform complex engineering calculations.
- Assists in the operation and maintenance of City traffic signal system, sign installations, pavement markings, street lighting, and evaluation of existing and proposed facilities.
- Gathers technical data required for planning civil engineering projects; provides technical expertise to a variety of agencies and the public; initiates various applications for State and Federal grants.
- Conducts public meetings to present proposed Public Works projects and gather public input; assists the general public by answering questions and providing information on Public Works activities.
- Serves as staff person on committees; coordinates Public Works activities with other City departments and outside agencies such as Colorado Department of Transportation (CDOT), county, state and federal, which relate to public works activities.
- Assists in budget preparation and administration. Supervise, train, and evaluate professional and technical subordinates.
- Serves as Assistant Public Works Director in his/her absence.
- Coordinates City street light projects.
- Prepares and looks for funding opportunities from different agencies for City transportation projects.
- Develops and administers design activities pertaining to transportation system enhancements, construction and maintenance.
- Provides miscellaneous traffic engineering support to other City departments and provides traffic-engineering support to Police Department traffic division.
- Determines need and scope of traffic studies. Collects traffic data using automated traffic counters and visual observation. Researches applicable laws, regulations, engineering criteria, and etc. Makes recommendations and issues work orders. Completes designs when appropriate.
- Coordinates transportation projects with other City capital improvement projects. Conducts contract negotiations and provides contractor oversight. Assists in budget preparation and provides tracking of expenditures.
- Coordinates and assist other City departments with Public Works related projects.
- Computers and computer analysis techniques, statistics, and budget preparation.
- Performs related duties as required.
QUALIFICATIONS/GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance.
Bachelor's degree, with major work in civil engineering; and five years of progressively responsible professional experience in civil engineering, with at least three years of municipal experience. Registration as a Professional Civil Engineer in the State of Colorado is required. Master’s degree preferred.
Knowledge, Skills and Abilities
Thorough knowledge of civil and traffic engineering principles and practices as applied to Public Works, including planning and development, design, construction, operation, and maintenance; methods and techniques utilized in the preparation of Public Works project designs and related plans, specifications, and cost estimates; related federal and state laws, ordinances, and regulations. Working knowledge of the methods and techniques of supervision. Ability to perform professional engineering work, including project design; supervise the work of others involved in related activities; interpret and apply related laws, ordinances, and regulations; prepare and maintain records and prepare reports; meet public in situations requiring diplomacy and tact; deal constructively with conflict and develop effective resolutions; communicate effectively both orally and in writing; establish and maintain cooperative working relationships.
Special Requirements
Possession of valid certification as Professional Engineer (PE) issued by the Colorado State Board of Registration for civil and professional engineers.
Possession of or ability to obtain a valid Colorado Driver's license and satisfactory driving record.
Ability to complete FEMA ICS 100 and IS 700 training within six (6) months of hire.
Salary : $102,500 - $140,425
