The Transit Manager will plan, coordinate, and direct day-to-day vehicle operations of fixed route, paratransit, and other special transit events. The Manager supervises the ADA Coordinator, and operations staff. This position ensures work quality and adherence to established federal, state, and local policies and procedures; organize, develop, and monitor operational performance reports and staffing needs. The class is responsible for ensuring implementation of transit operation plans, coordinates assigned activities with other departments, outside agencies and public. The class plans, organizes, and implements programs within major organizational policies, reports progress of major activities to executive level administrators through reports and conferences. This job works under the general supervision of the Assistant Director.

ESSENTIAL FUNCTIONS & JOB SPECIFICATIONS:
Supervises operational staff, including transit supervisors, transit dispatchers, transit operator"s customer service representatives, and ADA Coordinator.
Oversee operations of Intelligent Transportation System (ITS) technology and real-time monitoring programs.
Manages and ensures the implementation of transit operations plans, develops, and monitors operational performance reports and key performance indicators. Includes: vehicle on-time statistics, missed runs, revenue/cost data, total work hours, total pay hours, customer complaint data, accident data, road call data, and other operations related functions.
Review and evaluate proposed projects and plans; identify impact to transit operations; recommendations of service improvements and implement solutions.
Along with the Transit Supervisors provides safety training, driver training, and monitors performance. Coordinates accidents and incident investigations with Chief Safety Officer, recommends need for re-training and safety instruction.
Select, train, motivate and evaluate transit personnel, provide, or coordinate staff training, work with employees to correct deficiencies, apply appropriate discipline procedures.
Facilities driver bids, develops run-cuts, and staff schedules.
Holds routine meetings with supervisors, dispatch/schedulers to respond to service and operator issues.
Oversee and maintains employee attendance systems and monitors payroll.
Maintains a positive work environment by providing all employees with fair and equitable supervision and encouraging professional and personal growth.
Responds to questions and requests from citizens, developers, transportation, and other professionals in a timely manner.
Along with the Transit Operations Planner analyzes transit operations, forecasts future growth, and service requirement.
Assists and coordinates Federal and State audits and reviews as necessary; ensures compliance with applicable federal and state laws and regulations. This includes NTD, Triennial, PTN-128 and other state and federal reports.
Participate in the development of assigned program budget, forecast funds needed for staffing, equipment, and materials.
Prepares reports for staff, management, and conducts public presentations as required.
Performs related tasks as necessary.
MINIMUM EDUCATION:
Requires Associate"s degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education.
EXPERIENCE REQUIREMENTS:
Requires minimum of two years of work-related experience.
SPECIAL CERTIFICATION AND LICENSES:
Requires Valid Texas Driver's License.
PHYSICAL REQUIREMENT:
Ability to exert up to 35-50 lbs. of force occasionally or a negligible amount of energy frequently to lift, push, pull or otherwise move objects. Performs medium work that involves walking, standing, stooping, jumping, stretching, or lifting all of the time and involves exerting between 20 and 50 pounds of force on a regular and recurring basis or exceptional skill, adeptness and speed in the use of the fingers, hands, or limbs in tasks involving close tolerances or limits of accuracy. Work is primarily performed outside with exposure to dangerous tools, equipment, machinery, inclement weather conductions, noise and fumes. This position is subjected to emergency call back if required.
