Transit Asset Management Program Manager

• Update and maintain the Transit Asset Management Plan in coordination with internal agency stakeholders across the CATS organization (which include staff representing a wide array of departments, such as Bus Operations, Rail Operations, Safety & Security, Procurement, Planning, Development, Finance and Technology). The nine major elements of the TAM plan include an inventory of capital assets, condition assessment, decision support tools, investment prioritization, TAM and SGR policy, implementation strategy, list of key annual activities, identification of resources and an evaluation plan.
• Work with CATS leadership team/s to identify and provide metrics on Key Performance Indicators related to asset condition, asset performance, and investment prioritization
• Participate in development and enhancement of Enterprise Asset Management (EAM), Project Management Information System and/or Financial Information System components and modules; implements project tracking and status reporting systems
• Create, manage and document business processes and procedures for conducting asset type condition assessments
• Develop guides, standards, and inspection procedures for the collection of condition data into the asset inventory database/asset management system and reporting of performance and condition data
• Interpret data on failure analysis, performance incidents and inspections to inform on risks and condition ratings
• Assist with analysis and interpretation of data for use in asset prioritization, project development, and lifecycle planning
• Manage the process of sampling asset data for accuracy
• Maintain the TAM plan and ensure that TAM activities are monitored, evaluated, and updated on a regular basis
• Prepare and present reports to executive management and the policy board(s) as required
• Prepare and submit quarterly and annual reports to NCDOT State Safety Oversight
• Oversee performance and evaluate work of consultants to ensure compliance and consistency with agency, department, and project objectives
• Research industry trends in transit asset management planning and recommends strategies for implementing enhanced designs or approaches
• As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP.

• Working knowledge of FTA regulations related to asset management
• Knowledge of principles and practices relating to budget programs and systems management
• Ability to understand, interpret, and apply complex rules, regulations, and legal provisions governing transit and grant programs
• Ability to comprehend engineering plans, cost estimates, analyses, and reports
• Ability to communicate effectively both orally and in writing
• Ability to write in a clear, concise, and persuasive manner
• Ability to identify & research issues & develop sound strategies and options for implementing solutions
• Ability to work collaboratively in a team atmosphere as well as perform tasks independently
• Establish and maintain cooperative professional work relationships with CATS and outside agency staff
• Knowledge and experience with Enterprise Asset Management Systems
• Ability to use personal computer spreadsheet and word processing software to develop spreadsheets, graphs, and reports – intermediate/advanced Excel, Word, Access and other Microsoft products.
• Ability to organize, prioritize and manage multiple work tasks while meeting critical deadlines
• Ability to communicate in person and over the telephone. Ability to read printed materials and a computer screen.
• Ability to travel to CATS’s facilities.

• Supervisory experience is highly desirable.

• Bachelor's degree with major course work in engineering, planning, public administration, business administration, finance, or related field. Additional qualifying experience on a year per year basis may be substituted in lieu of degree.
• A minimum of five years' related professional experience in asset management, project management, capital program planning, or related field.
• A master’s degree in a related field may be substituted for one year of the required experience
• Must possess and maintain a current, valid North Carolina driver's license and ability to obtain a City driving permit
• Physical Requirement: Mobility to work in a typical office setting.
