CHICAGO DEPARTMENT OF AVIATION


DUTIES: Leads the process to develop, update and maintain the O’Hare and Midway Airport Emergency Operations Plan, ensuring compliance with regulatory authorities. Develops and conduct training to address response and recovery capability gaps and develop a records management system to track training taken by badged employees. Leads the process to design Homeland Security Exercise and Evaluation Program-compliant tabletops, functional, and full-scale exercise at the airports. Develops procedures, conduct training, and coordinate operations for the Integrated Airport Operations Center. Develops procedures, conduct training, and coordinate response operations for the Incident Management Center, the airport’s emergency operations center. Coordinates after action reviews and the development of after-action reports and improvement plans following real-world incidents. Oversees staff on emergency management projects and day-to-day operations; Performs other related duties as required.


Location: Aviation Administration Building, 10510 W. Zemke Road, Chicago AND BOTH ORD & MDW Airports

Days: Monday thru Friday

Hours: 8:00 AM – 4:00 PM NOTE: This is a 24/7 on-call operations, will be subject to mandatory over-time based on operational needs.

Qualifications


MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor's Degree, plus four years of project management or emergency management experience; or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met. A valid State of Illinois driver's license is required.


Candidates selected for hire must pass a Ground Motor Vehicle Operating Regulation Basic Driving test (Yellow Stripe) administered by the Chicago Department of Aviation within six months of hire.


Candidate(s) selected for hire must pass a background check and a Security Threat Assessment (STA).

Preference will be given to candidates possessing the following:


Previous experience in positions requiring the composition of Incident Action Plans and/or Operation Plans and/or Emergency Operations Center experience.

Previous supervisory experience in positions that relates to Public Safety and/or Emergency Management and/or disaster response and recovery.

Previous experience in planning of contingency and mitigation plans for large scale events (including emergency planning) for a large municipality and/or County and/or or a large Metropolitan area.

Previous experience in coordination and/or planning of emergency procedures with neighboring regional jurisdictions during a major catastrophic event

Previous experience in coordinating on-scene, large scale, emergency field operations and/or disaster training and exercises and/or disaster planning.

Failure to answer the question and attach the required documentation will result in you not being considered for the Veterans Preference.

Residency Requirement: All employees of the City of Chicago must be actual residents of the City as outlined in 2-152-050 of the City of Chicago Municipal Code. Proof of residency will be required.
