What are the responsibilities and job description for the Human Resources Consultant position at City of Danville?
Provide human resources consulting services to an assigned portfolio of departments. Build professional relationships with department directors and other members of the management team; serve as proactive strategic business partner; understand department analytics and present appropriate solutions; provide advice and solutions on all HR functions; coordinate with other internal HR staff to provide and receive guidance on past practices and operating procedures; and maintain a thorough knowledge of City policies and procedures.
The work schedule may vary, but typical office hours are 8am - 5pm Monday - Friday. This is an onsite position. We are seeking candidates with HR experience, a positive attitude, a willingness to learn and grow, and has the ability to work well in a team environment.
The essential functions of the job are not limited to those listed in the job description. The City retains the discretion to add to or change the duties of the position at any time.- Performs HR functions for assigned departments by coordinating and participating in the recruitment process; providing expertise on workers’ compensation policies, procedures and issues; and advises departments on all HR related issues such as disciplinary, EEO-related, hiring, classification, compensation, and training.
- Functions as a benefits specialist and provides accurate information about the city’s benefits in general, the interrelationship among those benefits and how those interrelationships affect employees’ benefit decisions; enrolls employees in benefit programs, and cancels benefits as required; assists with benefit questions or issues as necessary; Administers the Family Medical Leave Act in accordance with City policy and Federal law.
- Advises potential retirees of their benefits and the guidelines that must be followed to be eligible for such benefits; Calculates retirement projections and actual retirement benefits for employees.
- Builds relationships with assigned departments by meeting regularly with them; visiting departments and understanding their business model and their services; learning about their jobs and the challenges they face in performing their functions and services; evaluates each department’s unique services and issues in order to provide pro-active service; conducts needs assessment to identify specific needs.
- Meets regularly with internal HR staff to share information and formulate consistent and appropriate responses to departments; and meets with department employees as needed; Communicates and updates HR Director regularly on all areas of responsibility including assigned departments’ needs.
ADDITIONAL DUTIES
- Other duties include serving in a lead capacity for specific HR functions; serving on project teams; and assisting with HR policy development/revision.
- Performs “HR generalist” functions by serving on project teams; serving as an “expert” in one or more specific HR functional areas; and assisting other HR Consultants with specific issues and/or concerns.
- Performs additional duties to support operational requirements as assigned.
Bachelor’s Degree in Human Resources, Organizational Development, Sociology, Industrial Psychology or related field and three to five years related experience.
An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above
Certifications/Licenses
- No additional certifications or licenses required; professional certification such as SPR, SPHR, IPMA-CP or SHRM-CP preferred.

Independence and Decision-Making
Normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.
Technical Skills
Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization. Requires an extensive knowledge of Microsoft Excel.
Fiscal Responsibilities
Completes research for documents, compiles data for computer entry, and/or enters or oversees data entry. Has responsibility for monitoring budget/fiscal expenditures (typically non-discretionary expenditures) for a work unit of less than department size (programs, activities, projects or small organizational units) or responsibility for fiscal management of capital project(s). May recommend budget allocations.
Supervisory Responsibilities
May occasionally direct helpers, assistants, seasonal employees, interns or temporary staff.PHYSICAL DEMANDS
- Work is sedentary in nature, consistently requiring sitting, computer work, handling paperwork, and moving from computer to phone

WORK ENVIRONMENT
The work is typically performed in an office setting, primarily at a desk in a quiet environment. The employee is not exposed to environmental hazards and does not normally require the use of protective equipment.
