Overview
JOB SUMMARY
The work performed is to support all accounting operations and financial activities. This is accomplished by preparing entries in financial system, balancing and reconciling general and sub-ledgers, completing audit schedules for annual audit process, assisting City departments in financial activities/processes and special projects, as needed.
ESSENTIAL JOB FUNCTIONS
Must adhere to federal, state, and local laws and regulations when performing all work duties.
· Prepares various monthly reconciliations and reports by compiling and entering data, balancing general and sub-ledgers, preparing and posting adjusting entries.
· Completes annual capitalization of fixed assets by reviewing general ledger for capital purchases, compiling data that meets capitalization requirements, running depreciation calculation, and preparing related audit schedules.
· Performs monthly bank reconciliations, conducts research on any discrepancies and makes necessary corrections.
· Provides grant administration support and asset forfeiture compliance by assisting departments with application process, tracking eligible costs, financial reporting, maintain related project ledger accounts, and prepare audit schedules.
· Provides administrative support by assisting City departments with accounting and budgeting needs and preparing written accounting procedures.
· Prepares annual budget report, budget amendments as needed, and the monthly budget report. Presents the monthly budget report at the monthly city council meetings.
· Assists in annual audit process by reconciling general and sub-ledgers, preparing audit schedules and reports, submitting information to outside auditors, answering questions, and researching inquiries. Works closely with the outside audit team in order to insure an efficient audit process.
· Performs some payroll related duties in relation to the annual audit and payroll reporting requirements. Assists in payroll process as necessary.
· Prepares and submits monthly, quarterly, and annual payroll reports. Submits monthly sales tax reports. Prepares and submits other reports as required.
OTHER DUTIES MAY INCLUDE
Special projects including but not limited to financial system implementation support, reviewing files, researching information, planning meetings, responding to requests, and preparing ad-hoc reports and charts.
KNOWLEDGE, SKILLS, AND ABILITIES
· Knowledge of GAAP and GASB as they relate to municipal finance.
- Proficiency in accounting software and Excel.
- Must apply attention to detail with strong organizational skills to manage multiple tasks efficiently.
- Ability to work independently.
- Ability to work extended hours as needed (may be necessary to prepare for annual audit.)
- Must be willing to participate in classes, webinars, etc. in order to stay informed of new payroll, audit, and other reporting requirements.
- Ability to perform the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary.
- Ability to read literature, books, reviews, technical journals, abstracts, financial reports, and/or legal documents.
- Ability to write reports, prepare business letters, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
- Ability to organize and communicate effectively.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Requires a bachelor’s degree in accounting, and five (5) years of related work experience. Additional years of experience may be considered in place of bachelor’s degree.
CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS
Certified Public Accountant (CPA) license is preferred but experience may be considered if not licensed.
