SUMMARY: A senior level staff position responsible for the overall leadership, management, supervision and administration of the Community Development Department. This position reports directly to the City Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following are not to be construed as an exclusive or all-inclusive listing of skills and abilities required to perform the job. Management may delegate other responsibilities as required.

  • Demonstrates commitment to Team Destin and our mission, vision, values, and goals and represents the city in a professional, dignified manner at all times both in actions and appearance.
  • Contributes to the development and accomplishment of home team work-plans.
  • Identifies the KEY FUNCTIONS of the division/department.
  • Develops a cyclical process for each KEY FUNCTION using the PDCA methodology.
  • Deploys each KEY FUNCTION PROCESS to relevant staff within the division/organization.
  • Implements the department/division’s KEY FUNCTION PROCESSES.
  • Systematically evaluates, and if appropriate updates, each KEY FUNCTION PROCESS.
  • Demonstrate competent knowledge of all applicable policies, codes, ordinances, regulations and statutes.
  • Prepares annual evaluations and mid-year reviews completed on-time for those supervised.
  • Provides leadership and direction in the development of short- and long-range plans and projects; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates departmental activities with other departments and agencies as needed.
  • Performs methodical oversight to ensure consistent treatment of employees, customers, permittees, and other affected parties.
  • Provides professional planning and development advice to subordinates; makes private and public presentations to subordinates, boards, commissions, civic groups, and the general public.
  • Ensures that assigned areas of responsibilities are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; ensures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
  • Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
  • Supervises the development and implementation of growth management, land use, economic development, utilities, housing, transportation, park and open space, facilities, solid waste, or other plans and codes to meet the city’s needs.
  • Supervises the evaluation of land use proposals for conformity to established plans and City, state and federal laws, and ordinances; evaluates proposed development impacts as they relate to the adopted plans of the City and makes recommendations on such plans.
  • Oversees approval of shoreline development permits, sign permits, minor subdivision plats, building permits, and both major and minor land development proposals within scope of authority and responsibility.
  • Resolves complex and sensitive customer service issues.
  • Ensures accurate records relating to licenses, permits, maps, overlay, and sketches pertinent to urban planning and development programs and projects.
  • Provides staff support to various boards and commissions as needed and assigned such as Special Magistrate, Board of Adjustment, and Local Planning Agency.
  • Attends all City Council meetings and presents department reports and recommendations to the City Council.
  • Prepares department's weekly report on management indicators, key measures, and all outstanding projects and issues.
  • Directs staff in amendments to the Comprehensive Plan and Land Development Code.
  • Prepares the department's Fee Schedule for budgetary approval by City Council.
  • Reviews draft reports and finalizes reports for the Harbor Board, Local Planning Agency, Board of Adjustment, Special Magistrate, and City Council.
  • Prepares and conducts timely employee evaluations and approves those prepared by department staff.
  • Ensures Planning and Development Review support concerning the functions and duties of the Community Redevelopment Agency Advisory Committees and Board.
  • Ensures all of the above is regularly briefed to the City Manager.
  • Demonstrates commitment to Team Destin and our mission, vision, values, and goals.
  • Contributes to the development and accomplishment of Home Team quality measures.
  • Performs other related duties as assigned.

SUPERVISORY RESPONSIBILITIES: Supervises and evaluates Department personnel (e.g., Principal Planner, Administrative Assistant, Chief Building Official, City Engineer etc.); carries out responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include: interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

Education and Experience: Bachelor’s Degree in Urban and Regional Planning, Public Administration or closely related field and seven (7) years of related work experience (require 2 of the 7 years’ experience to be specific to the State of Florida).

Knowledge, Skills And Abilities

  • Knowledge of departmental policies, procedures, and practices.
  • Skill in the use small office equipment, including copy machines or multi-line telephone systems.
  • Skill in using computers for data entry.
  • Skill in using computers for word processing and/or accounting purposes.
  • Skill in using highly technical computer applications, such as GIS or CAD.
  • Ability to supervise, communicate, and organize effectively.
  • Ability to compare and/or judge the readily observable functional, technical, structural, compositional or identifiable characteristics (whether similar to or divergent from obvious standards) of data, people or things.
  • Ability to communicate with people from all walks of life in a clear and professional manner; maintain constructive working relationships; to convey or exchange information, and to maintain constructive exchanges with individuals that may be upset and/or emotional.
  • Ability to read a variety of professional, technical and administrative documentation, directions, instructions, methods and procedures.
  • Ability to produce reports with proper format, punctuation, spelling and grammar, using all parts of speech.
  • Ability to learn and understand subject matter principles and techniques.
  • Ability to make independent judgments in absence of supervision within the scope of respective job duties and tasks.
  • Ability to acquire and expound on knowledge of topics related to primary occupation.
  • Ability to utilize mathematical formulas; add and subtract, multiply and divide totals; determine percentages; and determine time and weight and interpret same as may be appropriate.
  • Ability to inspect items for proper length, width and shape.
  • Ability to differentiate colors and shades of color.
  • Ability to interact with people (staff, supervisors, general public and elected officials) beyond giving and receiving instructions to include tactfully mediating conflicts and achieving positive results.
  • Ability to perform under maximum stress when confronted with short deadlines, heavy workloads, conflicting interests and high customer demand.

Must be physically able to operate a variety of essential job-related machines and office equipment. Must be able to move or carry essential job-related objects or materials.
