GENERAL SUMMARY: Collect, analyze, evaluate, and interpret complex statistical data to further the goal of reducing or eliminating poverty for vulnerable populations; support all city departments using strong data skills for creation of statistical and narrative reports and recommendations; identify Key Performance Indicators and geographically represent data; and develop and conduct surveys, analyze data and determine objectives. Develop or apply mathematical or statistical theory and methods to collect, organize, interpret, and summarize quantitative and qualitative data; compile and compute data, perform analysis and produce representative charts and graphs; and perform other duties as assigned.

JOB DUTIES:
- Gather local, state and national data from primary and secondary data sources
- Interpret data, analyze results using statistical techniques and provide ongoing reports
- Identify, analyze, and interpret trends or patterns in complex data sets
- Responsible for preserving and managing a centralized data base
- Conduct data cleaning to rid system of old, unused data, or duplicate data for better management and quicker access
- Create data visualizations to help communicate data and findings
- Prepares statistical and narrative reports and recommendations to be shared with City Council as well as local and regional partners
- Collaborate with department leaders, and community partners to determine needs to support operations
- Collect information through observation, interviews, or surveys
- Conduct research on social issues
- Analyze operational or research data to identify trends or relationships among variables
- Determine presentation subjects or content; and appropriate data analysis methods
- Evaluate technical data and data quality; project designs for adequacy or efficiency
- Present research results to others
- Design research studies
- Apply mathematical principles or statistical approaches
- Update knowledge regarding emerging industry trends
- Measure progress outcomes in reference to City Council goals and priorities, Imagine Dubuque Comprehensive Plan, Poverty Prevention Plan, Climate Action Plan, and Arts and Culture Master Plan
KNOWLEDGE, SKILLS AND ABILITIES:
- Computers and Electronics: High level knowledge of word processors, GIS, electronic equipment, and computer hardware and software, including applications and programming. Proficiency in Excel, SPSS, SAS or other statistical programming. Knowledge of data visualization software. Adept at queries.
- Customer Service: Knowledge of principles and processes for providing customer service including needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Strong Mathematical Skills: Data analysis for use in collecting, measuring, organizing and analyzing data. Proficiency in statistics. Knowledge of application of dataset algorithms used for solutions.
- Critical Thinking and Complex Problem Solving: Thinking about and noticing the pros and cons to figure out the best ways to solve a problem. Complex problem-solving skills.

MINIMUM QUALIFICATIONS:
- Bachelor's degree in Business Analytics, Data Science, Biostatistics, Statistics, Planning, Geography, Sociology, Economics or a related field; and
- Data collection and analysis experience; or
- Five years of equivalent education and experience.
PREFERRED QUALIFICATIONS:
- GIS experience.

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within thirty (30) miles of the corporate limits of the city of Dubuque as soon as practicable after appointment, but within two years of appointment.

Salary : $51,168 - $66,851
