911 Call Taker/Dispatcher - Lateral

This position performs specialized duties in the operation of a public safety communications system, including operating complex communications equipment for emergency and non- emergency situations; requests for assistance by police, fire, and emergency medical response units; dispatching and monitoring appropriate emergency public safety units; and keeping accurate records of communications received and transmitted.

Central Lane Communications was established as a regional consolidated communications center in April 1985. Organizationally, Central Lane Communications is part of the Eugene Police Department's 911 Communications Division. Lane Communications is jointly funded by the City of Eugene General Fund, fire dispatch user fees, and the State's 9-1-1 telephone tax.

The Center, on average, makes and receives between 800 and 1,000 telephone calls a day. Of those calls, about 250 result in calls for service for the Eugene Police Department and about 150 calls result in Fire/EMS dispatches in Lane County. In a typical day, about 75 calls for service are also self-initiated by the Eugene Police Department. Self-initiated activity includes traffic stops, patrol checks, person stops, etc.

Salary: Communications Specialist 2 - $59,446.40 - $75,920.00 annually
If hired at Communications Specialist 1 (entry level) - $53,892.80 - $59,446.40 annually

Depending upon a lateral candidate's experience, knowledge, skills and abilities, a decision may be made to bring the candidate on at the Communications Specialist 1 (entry level) with the understanding that as a condition of employment, employees will be expected to successfully train and become proficient in call taking and trained in all dispatch positions as a Communications Specialist 2.

Salary Range: Lateral 911 Call Taker Dispatcher/Communications Specialist 2 will start at a higher pay step than entry-level applicants. Below is a wage scale matrix used by the Eugene Police Department as a guide- it does not guarantee a specific rate of pay.

Minimum Qualifications for this Lateral Recruitment:

Education:
High school diploma or GED,

Experience: At least three (3) years of continuous full-time experience as an emergency communications call taker/dispatcher within an emergency communications center that answers 911 calls and/or dispatches police and/or fire agencies. The experience must be current, full-time, and continuous with no more than a 30 day break in service at the time of application, and the candidate must have been so employed within 90 days of the Eugene Police Department hire date.

No Felony convictions at any time.
No Class A Misdemeanor convictions within the last 24 months.

The possession of, or the ability to obtain within three months of the hire date, CPR, First Aid, EMD (Emergency Medical Dispatch), and LEDS (Law Enforcement Data System) certifications. The possession of, or the ability to obtain within one year 18 months of hire date, State of Oregon

 Department of Public Standards and Training Basic Telecommunicator Certification. (The City of Eugene provides training for CPR, First Aid, EMD, LEDS, and Basic Telecommunicator Certification during the probationary period.)

Incumbents must be available to work weekends, holidays, call back, standby, and rotating shifts. The current shifts are:

Early Day Shift 0700-1700
Late Day Shift 1145-2145
Early Night Shift 1645-0245
Late Night Shift 2130-0730

Shifts are rotated every six months (more often while in training).The Selection Process will consist of:

Psychological Evaluation
Medical Examination and Drug Screen

Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Applicants selected to continue in the process will be notified within two-three weeks after the posting deadline.

Bilingual Pay Benefit: Per the EPEA Contract, the City shall pay an employee at 5% of base wages for a required intermediate or advanced level competency. To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division.
