Assistant Fire Chief Job Description

Working Hours: 10 day work period; 24 hour shifts; additional shifts based on department needs.
Purpose of Position:
The purpose of this position is to provide protection of life and property by performing fire suppression, emergency aid, hazardous materials, emergency response and fire prevention duties. Help others and to protect lives, property and the environment. Work is to be completed as an individual contributor to the firefighting team by responding to and fighting fires, delivering emergency medical care, taking part in ongoing training and participating in outreach events throughout the Excelsior Springs community. The Assistant Chief is the supervisor for the shift overseeing duties and responsibilities for the day. The Assistant Chiefs have specific responsibilities in the following areas communications, maintenance and EMS operations. They are responsible to fill schedules, process vacation re quests, etc.
Essential Duties and Responsibilities (other duties may be assigned at any time):
- Respond to emergency and non-emergency situations such as (but not limited to); fires, vehicle crashes, water accidents, bomb threats, hazardous materials, severe weather and medical emergencies.
- Command at emergency and non-emergency scenes. Oversee the operations to ensure that the goal is completed.
- Assist at medical emergencies as needed.
- Drive appropriate firefighting equipment and/or motor vehicles to emergency and non-emergency scenes, as directed and in a safe manner.
- Monitor radio and other communication devices to receive assigned runs.
- Attend, participate in and/or lead presentation to civic, school, neighborhood, industrial or business organizations. Topics include but are not limited to: fire prevention, fire station tours, safety, or other public training exercises as directed.
- Ensure that all equipment, buildings and grounds; perform regular maintenance and repair on equipment, buildings and grounds to ensure proper function and upkeep of all fire department equipment, buildings and grounds; maintain uniforms to standard.
- Provide assistance as directed to other departments within the City of Excelsior Springs.
- Complete all necessary forms, reports, data uploads in a neat, orderly, accurate timely manner as required by the Fire Chief, local, state and/or federal agencies. Provide oral reports as necessary to appropriate personnel.
- Maintain personal physical fitness levels, necessary to perform the essential function of the position.
- Maintain the highest ethical and moral standards and perform within the parameters of the law as set forth by the City of Excelsior Springs as your employer.
- On occasion relieve an officer of higher rank as directed and assume all the responsibilities of that position.
- Respond to mandatory overtime requirements and balance any secondary employment and community volunteer work in such a way as to not interfere with duties at the fire department which are always primary; accurately record all time worked for the fire department consistent with city guidelines.
- Comply with the City of Excelsior Springs fire departments anti-tobacco policy which prohibits the use of tobacco products within the City offices, facilities and/or vehicles.
- Attend and participate in all training activities both firefighting and medical training. This includes but not limited to firefighting techniques, motor vehicle extrication, forcible entry, hazardous material, and rescue. Emergency Medical training includes but is not limited to ACLS, PALS and maintaining up to date knowledge. Maintain all license and certifications per job requirements.
Knowledge, Skills & Abilities:
- Ability to exercise good judgement, discretion, remain, calm and make good, rapid decisions in emergency, stressful, changing situations.
- Ability to calm and comfort individuals who are distraught, ill, or injured with sensitivity to all cultures and backgrounds.
- Ability to exert heavy to extremely heavy, though not constant, physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling. Lifting, carrying, pushing and/or pulling of objects and materials weighing 21-50 pounds and may occasionally involve objects and materials weighing up to and exceeding 150 pounds.
- Ability to operate a personal computer, utilizing word processing, spreadsheets, database management, mapping, incident reporting and other software applications as may be necessary to perform essential job functions.
- Abilities in the operation of fire suppression and other emergency equipment.
- Ability to perform strenuous activity for long periods of time during emergency situations and under conditions of extreme heights, intense heat, confined spaces, cold, dirt, dust, rain, snow, noise extremes, pathogenic substances, toxic agents, traffic hazards and smoke.
- Ability to follow verbal and written instructions from the Deputy Chief and Fire Chief.
- Ability to make appropriate and effective independent judgements which could have considerable impact of the City, department and citizens of Excelsior Springs.
- Maintain budgetary line items for their specific roles.
Tools and Equipment:
- The Assistant Chief must be able to operate fire apparatus, first aid equipment, oxygen, ladders, trucks, cars, trailers, breathing apparatus, hearing and eye protection, firefighting clothing, hazardous chemical clothing, computer, calculator, copy machine, fax machine, radios and other communication devices. Power tools, hand tools, chain saws, shovels, axes, brooms, fans, electronic test equipment, general medical equipment and any other departmental equipment as required.
Personal Work Relationships:
Assistant Chiefs work as a team and maintain effective and positive communication with the Fire Chief, Deputy Chief, Captains and Paramedics within the department as well as personnel from other public safety agencies. Assistant Chiefs will have contact with city employees, personnel from the State Fire Marshalls office as well as the general public. These relationships are necessary to receive and convey information, resolve problems and answer questions; intended to assure an effective and efficient fire department as well as the City of Excelsior Springs.
Require Qualifications:
- High school degree or higher education
- Firefighter I and II
- Hazardous Materials Awareness and Operations
- NAEMT EMT certification minimum
- BLS certification minimum
- Minimum 10 years of firefighting experience with five (S) being at the level of Captain.
