Department: GG_Public Works: Traffic Management System Salary Range Minimum: $119,725.49 Salary Range Maximum: $190,213.87 Closing Date: Until Filled Job Details: The City of Gainesville Public Works Department is seeking a talented professional to join our team of community builders in the role of Traffic Operations Manager. This is an advanced professional engineering and administrative work directing the activities of the Traffic Operations Division. Primary responsibilities including managing a engineering staff, IT/CV/AV and Cybersecurity specialists, traffic management specialists, and traffic technicians to plan, develop, implement, maintain, and repair traffic network, devices, equipment and software utilized in daily operations by the City’s Traffic Management System. This role involves advanced, independent professional and technical engineering work in support of the City's vision for 2035: Gainesville will be an equitable community for all. See the job description below for more details. Job Description: SUMMARY This is advanced professional engineering and administrative work directing the activities of the Traffic Operations Division. The single position allocated to this classification reports to the Public Works Director or designee and works under general supervision. Work in this class is distinguished from other classes by its administrative and division managerial responsibility. EXAMPLES OF WORK** **This section of the job description is not intended to be a comprehensive list of duties and responsibilities of the position. Performance of lower level duties may be required. ESSENTIAL JOB FUNCTIONS Plans, assigns, directs, coordinates, and exercises general supervision of parking operations, transportation and traffic engineering activities. Manages all staff of the division and their activities. Coordinates traffic and transportation engineering activities with Federal, State, County, and City agencies and departments and consulting engineers. Serves as public information source on traffic and transportation engineering activities for the media and general public. Prepares reports, studies, letters, purchase requests, ordinances, and other written correspondence. Plans, designs, and conducts field reviews of all traffic operations activities, including traffic signal installations, signal systems, traffic signs and markings, and parking operations. Develops short and long-term operational plans. Evaluates new and existing procedures and activities based on current or future needs and trends. Prepares, submits and monitors annual division budget. Prepares and process annual Traffic Signal Maintenance and Compensation Agreement (with FDOT), Interlocal agreements with Alachua County and partner Cities/Townships, and obtains Purchase Orders for University of Florida for operating and maintaining signals with campus. Assists in formulating policies and operating procedures. Acts as the responsible engineer for the Traffic Operations function of the City. Acts a subject matter expert for expert witness testimonies and litigation particular to traffic control devices, specific to Traffic Signals, Traffic Management and Traffic Technology Acts as the public records custodian and engineer of record for Signal Timing and Traffic Management System documentation Acts a workgroup manager and supervisor for special events or incidents requiring Active Arterial Management, and regional Traffic management (i.e. Home Football games, I-75 closures exceeding 4 hours, environmental floods, and major arterial blockage). Performs timely, fair and non-discriminatory evaluation of performance of employees under their supervision. Recommends selection, promotion, discharge, and other appropriate personnel actions. Attends work on continuous and regular basis. NON-ESSENTIAL JOB FUNCTIONS Reviews development and building site plans for compliance with City codes and traffic engineering procedures. Participates in local, regional, statewide and national workgroup, pool fund studies/research, particular to the domain of Traffic Signals, Traffic Management and Traffic Technology. Assists and participates in expert group and teams in getting multi-jurisdictional/multi-million FDOT, USDOT, ITS, FHWA, NSF, Cybersecurity and TRB grants. Participates in the administration of labor agreements. Performs other related duties as assigned. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions. EDUCATION AND EXPERIENCE Bachelor degree from an accredited four-year college or university with major course work in civil engineering, and five (5) years of progressively responsible experience in traffic and transportation engineering, plus two (2) years in a supervisory capacity, or an equivalent combination of education and experience which meet the requirements for the Florida Board of Professional Engineers for PE License and which provides the required knowledge, skills and abilities. CERTIFICATIONS OR LICENSES Licenses Must possess a valid Professional Engineer license. Must obtain and maintain a valid Florida Professional Engineer license within 90 days of appointment. Valid Driver License required at time of appointment. Valid Florida Driver’s License required within ninety (90) days of appointment. Certifications Professional Traffic Operations Engineer is preferred. KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of the principles and practices of traffic and transportation engineering. Thorough knowledge of street design and geometrics as they relate to traffic engineering. Considerable knowledge of current developments and literature in the field of traffic engineering. Knowledge of budget procedures. Knowledge and ability to effectively administer policies, procedures, and practices. Knowledge of State and Federal grant processes and compliance. Knowledge in basic TCP/IP networking, and critical cybersecurity for industrial infrastructure such as the Traffic Signal System Ability to develop long-term plans and programs and to evaluate work accomplishments. Demonstrable, working knowledge of computers and relevant software. Ability to plan, manage, assign, direct, and review work of a large number of employees directly and through subordinate supervision. Ability to work effectively with elected officials, charter officers, department heads, other city employees, and the general public. Ability to communicate effectively, both orally and in writing. Ability to keep records and prepare reports. Ability to train and supervise subordinates. PHYSICAL AND ENVIRONMENTAL REQUIREMENTS To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions. PHYSICAL REQUIREMENTS While performing the duties of this job, the employee is often required to sit for prolonged periods of time. WORK ENVIRONMENT Work may require performing tasks in and around heavy traffic. Required to work during emergency conditions. While performing the duties of this job, work may require performance of tasks outdoors under varying climatic conditions. May be required to attend meetings outside regular business hours, including evenings, weekends and holidays. Note: May Require Assessment(s). May fill multiple positions.
