Must possess a valid Class "C" driver's license from North Carolina.

This position is responsible for supervising reference services, community engagement and outreach for adults, collection development and technical services.

Major Duties

  • Provides customer service to internal and external patrons.
  • Manages Reference department; supervises department personnel
  • Supervises and manages collection development for reference, circulating fiction and nonfiction and audiovisual materials for headquarters library
  • Supervises technical services personnel; ensures that appropriate cataloging standards are met
  • Supervises outreach and community engagement staff
  • Collaborates and communicates with library management and staff regarding services for adults
  • Maintains knowledge and skills in current library services, including technology
  • Seeks innovative approaches to improve services.
  • Maintains relationships with community organizations by attending meetings and community events
  • Collaborates with community agencies to plan and implement services
  • Identifies and pursues grant opportunities.
  • Prepares reports as required.
  • Performs other related duties as assigned.

Knowledge and Qualifications

  • Knowledge of library science and information services.
  • Knowledge of city and library policies and procedures.
  • Knowledge of cataloging techniques and principles.
  • Knowledge of reference sources and databases.
  • Knowledge of emerging technologies and digital resources.
  • Knowledge of the principles and practices of library collection development.
  • Knowledge of managerial and supervisory principles and practices.
  • Knowledge of authors, library collections, and reference materials.
  • Knowledge of library automation equipment and related technologies.
  • Skill in management and supervision.
  • Skill in prioritizing and organizing work.
  • Skill in the use of office and audiovisual equipment, including a computer, scanner, facsimile machine, copier, laminator, projectors, and computer presentation equipment.
  • Skill in the use of a variety of computer software.
  • Skill in providing reference services.
  • Skill in interpersonal and public relations.
  • Skill in oral and written communication.


MINIMUM QUALIFICATIONS:

  • Knowledge and level of competency commonly associated with the completion of a Master of Library Science degree from an ALA accredited university.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience, including two years of supervisory experience.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.

Supplemental Information

SUPERVISORY CONTROLS: The Director assigns work in terms of general goals and objectives. Work is reviewed through conferences, reports, and observation of department activities.

GUIDELINES: Guidelines include city and library policies and procedures, classification and cataloging guidelines, and relevant state and federal laws, rules, and regulations. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY: The work consists of varied managerial, supervisory, and technical duties. Strict cataloging guidelines contribute to the complexity of the work.

SCOPE AND EFFECT: The purpose of this position is to oversee the reference and technical services functions of the library. Successful performance in this position helps ensure the efficient and effective operation of the library.

PERSONAL CONTACTS: Contacts are typically with co-workers, employees of other libraries, other city employees, vendors, and the general public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, provide services, motivate personnel, and negotiate or settle matters.

PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table, with
intermittent standing, walking, bending, crouching, or stooping. The employee frequently lifts light and occasionally heavy objects and uses tools or equipment requiring a high degree of dexterity.

WORK ENVIRONMENT: The work is typically performed in a library.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Reference Librarian (3), Library Outreach Coordinator (1), Library Technician (1), and Part-time Library Assistant (2).
