Performs difficult professional work in the Public Library as a Division Manager for the Children’s Services Division; does related work as required.
Work is performed under the general supervision of the Library Director. Supervision is exercised over subordinate professional and paraprofessional personnel in the Children’s Services Division.
- Supervises all activities of the Children’s Services Division.
- Supervises all staff in the Children’s Services Division including scheduling and planning tasks, evaluating work performance, providing appropriate counsel, and maintaining various records.
- Develops objectives, policies, procedures, and plans for the Children’s Services Division including evaluating needs and resources, obtaining appropriate staff input, making decisions, and preparing written information in appropriate format.
- Plans for the future of the library and division by participating with the director and other internal managers in strategic planning.
- Works with the Library Director to ensure that objectives, policies, procedures, and plans support the library's mission, goals, and objectives.
- Prepares and submits the Divisional budget to the Library Director during the library budget preparation process which involves projecting future needs and setting financial priorities for the division.
- Manages contracts and agreements with vendors of print and digital materials and determines costs and budgets for these special collections.
- Handles divisional hiring procedures as directed by the city Human Resources Department, including selection of applicants, and interviewing and hiring.
- Establishes policy, procedure, and customer service approach for the Public Service desk in Children’s Services
- Provides for the training needs of the Children’s Services staff by preparing written and oral training presentations as necessary, conducts staff training or delegates training to others as appropriate, and participates in presentations or evaluations of training sessions as necessary.
- Oversees the selection of materials for the print and digital collections maintained by the Children’s Services Division. Trains and monitors the work of the selectors.
- Ensures that library materials and intellectual freedom policies are understood and followed for the collections managed by Children’s Services. Follows the Library Materials Selection policy established by the Library Board.
- Maintains a financial tracking system for all divisional expenditures.
- Supervises and reviews the collection development tasks assigned to others.
- Develops and supports programming using divisional resources.
- Works to develop partnerships with local organizations and groups to enhance divisional services to the community.
- Supervises and advises a unit supervisor in their assignments and duties.
- Serves as a member of the Library Management Team.
- Reviews and approves division time sheets.
- Writes and gives oral reports, maintains and reports on divisional statistics and surveys, discusses plans and divisional activities, discusses issues and concerns, makes recommendations and collaborates on services with Library Director.
- Collaborates with division managers, library teams, other city departments and community organizations and businesses in planning and conducting programs, projects and events.
- Conducts difficult reference work.
- Maintains membership in professional organizations, participates in professional conferences and meetings, and keeps informed and current in the fields of Library Science, Children’s Library Services, and Management and Leadership.
- Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.
- Formal Education
- Completion of a master’s program in library science from an American Library Association accredited library school.
- Experience
- A minimum of three years’ experience in children’s services in a public library.
- A minimum of three years’ successful supervisory experience and budget management experience.
- A broad knowledge of children’s literature and a minimum of three years’ experience with collection development.

Must have experience in Readers’ Advisory and the use of Readers’ Advisory tools and resources. The Children’s Division provides diverse programming for children from birth through middle school. The manager must be able to create and oversee ongoing and new programming, as well as recruiting community and contract performers to provide children’s programs. Must have experience tracking budget expenditures and staying within the divisional budget. The manager must understand the importance of customer service and the library’s goals and expectations in customer service. Must be able to communicate clearly and effectively with the library director, assistant director, library management team, library staff, staff in other city departments, and with the public. Must be comfortable speaking to groups and also dealing with face-to-face customer issues about policies and procedures.
