About This Opportunity
The principal function of an employee in this position is to oversee, manage, and direct the Roadway Engineering Section of the Transportation Division. The Roadway Project Manager leads a team of engineers and engineering technicians (4 personnel) responsible for the planning, design, coordination, implementation, review and inspection of improvements related to the City-managed roadway infrastructure. The City values maintaining its assets (250 centerlane miles of pavement, 140 miles of bicycle infrastructure, over 330 miles of sidewalks and associated ADA facilities, and roadside vegetation), funding approximately $6 million in maintenance annually. Hillsboro uses asset management software, GIS, and technology solutions to assess and program asset management, and is a northwest leader in asset management.
The City of Hillsboro is proud to have a fully funded community approved pavement management program, an option that is rare among agencies.
This position will help identify and implement an asset management program for sidewalks, coordinating closely with the City GIS, finance, and Operations teams. This position also works with partner agencies to implement transit infrastructure, with neighborhoods to address issues with sidewalks, planters and street trees, with developers to create our community, and with other Hillsboro departments to deliver responsive, equitable customer service.
Responsibilities Include
- Coordination with consultants, contractors, finance, operations, and peer engineering managers, project managers, coordinators, and maintenance personnel in the development of engineering plan sets and specifications;
- Development and maintenance of construction standards and procedures; interact with the general public and property owners to address concerns related to roadway infrastructure; and, perform inventory and assessment of roadway public infrastructure assets.
- Supervision of team of engineers and engineering technicians ensuring team has proper training. exercises safe work practices, and delivers approved work program. The work is performed under the direction of the Transportation Principal Engineer, but considerable leeway is granted for the exercise of independent judgment and initiative.
Ideal Candidates Will Have
- Experience in Civil or Transportation engineering design and construction practices, plan reading, GIS, understanding of asset management, experience with Microsoft Office Suite (Excel, Work, Powerpoint)

Acceptable Experience and Training
- Bachelor’s Degree in Civil Engineering or closely related field.
- A minimum of four years of experience in transportation engineering or closely related work including some supervisory experience.
- Possession of a valid State Driver’s License and safe driving record.
- State Registration as a Professional Engineer in Oregon, or ability to obtain license within 6 months of hire.
