EQUIPMENT OPERATOR

GENERAL DESCRIPTION


Operates road construction equipment such as street sweepers, steel wheel and rubber tire rollers,dump truck, water truck, slurry truck (drive only), utility truck, flatbed, compressor, backhoe, squeegee, shovel, hoe, compactor, jackhammer, crack-seal machine, spray rig, side broom, weed eater, chainsaw, pavement saw, and welder. Trucks and equipment operated are various sizes and weight in loading, hauling, and unloading various equipment, material and supplies.  Equipment is utilized in construction, maintenance and repair of streets, alleys, storm drains and other City owned facilities.  

ESSENTIAL DUTIES
  • Fills and resurfaces holes, ditches, cracks, cutting out, backfilling, and compacting, patching and/or rolling with slurry seal, crack seal, cold mix, black rock, asphalt, concrete, caliche, and other permanent paving materials.  
  • Performs a variety of general construction work, including facilities maintenance and/or welding.  
  • Rebuilds and changes out sweeper heads and gutter brooms for street sweepers.  
  • Responds to public complaints.
  • Other duties include picking up and disposing of special trash collection such as auto accident debris or spills, street sweeping, de-icing streets with brine water, and cleaning out storm drains.
  • Insures roadway is clear of debris prior to applying paving material.        
  • Serves as a spotter, flagging water and gas meters, manhole covers, sewer cleanouts, and ensuring electrical, telephone and cable lines are not damaged.
  • Assists in setting up warning devices and barricades and controlling traffic at work sites by flagging to guide traffic through work areas as required.    
  • May be subject to after hour and weekend call-outs.
  • Cleans, inspects, and performs maintenance and repairs to field equipment.  
  • May serve as a back up to Heavy Equipment Specialists as needed, if qualified.

NON-ESSENTIAL DUTIES

May serve on various employee committees, as required and assigned.



This position is subject to the City of Hobbs’ Drug and Alcohol Testing Policy which includes one or more of the following: pre-employment testing, post accident testing, random testing, reasonable suspicion testing, return to duty testing and follow-up testing.


MINIMUM QUALIFICATIONS


Education and Experience:

Graduation from high school or GED equivalent preferred. Two years of experience in work involving medium and heavy equipment operation preferred. One year streets maintenance experience preferred.


Skills, Knowledge and Abilities:


Knowledge of materials, methods, techniques, terminology, and equipment used in construction.

Knowledge of emulsion in regards to paving materials, asphalt, concrete, and other related materials.

Ability to read and comprehend equipment specifications and various gauges.

Ability to work after hours, weekends, and holidays.

Ability to work independently and to complete daily activities according to work schedule. 

Ability to effectively communicate orally and in writing.  

Ability to understand, follow and transmit written and oral instructions.

Ability to establish and maintain effective working relationships with all Street personnel, various other City personnel and general public.


SPECIAL REQUIREMENTS


  •  Must live within 10 mile radius of City limits

LICENSING AND CERTIFICATIONS


Possess a valid State issued driver’s license required.  

Possess CDL Class B endorsement or ability to obtain within 12 months of hire.  

Must maintain CDL Class B endorsement during duration of employment.

While performing the duties of this job, the employee is frequently required to and talk or hear, reach with hands and arms from a standing position.  The employee is frequently required to sit, stand, walk, kneel and use hands and fingers to handle feel or operate objects, tools or controls. The employee is occasionally required to climb or balance, stoop, kneel, crouch or crawl.

The employee must frequently lift and/or move objects up to 50 pound and occasionally lift and/or move heavy objects up to 100 pounds or more.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

While performing the duties of this job, the employee regularly works near moving mechanical parts and equipment and regularly works in outside weather conditions. The employee occasionally works in confined spaces, and high, precarious places and is frequently exposed to adverse weather conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration.  The employee is occasionally exposed to blood borne pathogens and risk of electrical shock.
