** Starting pay for this position is $23.14 an hour non-negotiable** 

JOB SUMMARY:
 
The primary function of this role will be the operation of teletype computer terminals and NCIC/FCIC computer systems for queries, additions and deletions.  Additionally responsible for the reception, screening, relaying and processing of public safety telephone and radio requests for Police personnel and other City personnel.  Employees in this class serve to staff the teletype and communications call center area on a continuous basis. This position requires shift work. Shift work can include holidays, weekends, evenings, nights, and early mornings as well as a fixed or rotating schedule. Overtime assignments may be required as needed. Work is performed in accordance with established Departmental rules and regulations.
 
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
 
  • Receives, sends and disperses information using teletype NCIC/FCIC computer terminals, including but not limited to: updating and retrieving information related to wanted persons, stolen property, vehicle registration, stolen vehicles, missing children, modification, locations, saves, and/or clear files and other information.
  • Processes telephone calls and radio requests in a courteous and accurate fashion for public safety units; ascertains by inquiry the nature of the request for proper disposition and resolution.
  • Receives, responds to and documents request for warrants and Division of Motor    Vehicles print outs; verifies, types and files warrants.
  • Researches status of guns, vehicles, parts, boats, and other items to determine if stolen and notifies the appropriate agency of the results of such research.
  • Operates specialized and secure radio, computer, and telephone equipment to communicate essential public safety related information.
  • May be required to coordinate wrecker service and other related external requests for dispatch to the scene of emergencies.
  • Communicates public safety requests to other municipal departments and outside agencies within the scope of public safety operations.
  • Performs related work as required for Public Safety operation relative  to this job description only, including but not limited to the following:  use of a CAD terminal, monitor radio channels, conduct call outs of city personnel, contacting other government agencies, monitoring of property alarm/ID pass, issue spare radios, use of Smart X radio manager, monitor of CCTV systems and LPR, use of Code Red and/or MIR3 paging system or similar telephonic notification system, and resetting of OSSI and Computer Aided Dispatch passwords as required.
  • Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers. 
EDUCATION/EXPERIENCE:

Required: 
 
Graduation from an accredited high school or GED equivalent, plus one (1) year work experience in the field. Must meet FDLE guidelines and standards to be certified to operate public safety databases.
 
Preferred:
 
Associate’s degree, plus three (3) years’ work experience in the field.  

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
 
KNOWLEDGE, SKILLS, ABILITIES: 
 
  • Knowledge of the geography and street systems of the City and surrounding jurisdictions.
  • Knowledge of the methods and practices of operating radio equipment.
  • Basic knowledge of the civil and criminal law.
  • Ability to detect the scope and magnitude of an emergency.
  • Ability and willingness to learn public safety teletype operations.
  • Ability to speak, read and write English with clarity and accuracy.
  • Ability to operate a standard keyboard.
  • Ability to prepare and maintain accurate notes and prepare required reports.
  • Ability to monitor emergency radio communications. 
  • Ability to establish and maintain effective working relationships with the public and fellow employees in emergency and non-emergency situations.

Required Education and Background Information: Look over the announcement carefully to determine your eligibility. Please note minimum education and experience requirements. Closed competitive positions are open only to employees while open competitive positions are open to anyone who meets the minimum qualifications for the position. Evidence of GED test score is required if submitted for high school diploma. Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.

You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be cancelled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

All successful applicants will be required to pass an extensive background which may include criminal history searches, driving history checks, credit report, courthouse searches, education verification, employment verification, professional license verification, or other search methods as deemed necessary for the position. In addition, the applicant will be required to undergo a medical examination, which may include a drug screening, prior to appointment.
 
EMPLOYMENT OF RELATIVES:  The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees.   Effective January 28, 2008, a relative may only be hired under the following additional conditions:
 

  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;
  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;
  • The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.

 
As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.
