DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
Works within a larger team of GIS professionals and oversees a team of Geographic Information Systems (GIS) staff. Collaborates with other GIS Supervisors, managers, supervising engineers, other staff. Applies the directives of the organization to their team, tasks and duties. Manages and guides projects, analyses, and applications in support of delivering enterprise GIS data and digital GIS solutions to Houston Public Works with focus on the water distribution and wastewater collection systems. The role qualifies for the hybrid schedule.
RESPONSIBLITIES:
- Provides daily supervision, coordination, and mentorship of GIS personnel including developing a customized coaching, training planning, and mentoring plan. Assists leadership in defining metrics, assesses staff performance against metrics, and conducts routine staff reviews.
- Utilizes advanced technical knowledge to deliver analyses, enterprise data, GIS digital solutions such as web maps, dashboard, field applications, and publishing data services.
- Highly skilled in the best practices of data engineering: data development, design, and maintenance.
- Consults with internal and external stakeholders to identify needs and facilitates data sharing and/or data acquisition.
- Supervises daily team's progress to ensure deadlines are met in a timely manner. Has strong project management skills and experience.
- Provides technical guidance and knowledge on GIS technology or related geospatial topics to the team and Houston Public Works.
- Performs advanced and complex data analysis.
- Participates in the GIS On-Call weekly schedule to support outside business hours, high priority requests. Support includes providing coordination and technical assistance.
WORKING CONDITIONS
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Occasional Field Data collection supervision and training will require exposure to heat and cold, as well as unpleasant odors.
This is a Houston Public Works Emergency Management position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Geographic Information Science, Planning, Geography, Computer Science or a closely related field.
EXPERIENCE REQUIREMENTS
Four years of professional experience working with a comprehensive geographic information system are required.
Professional experience working with a comprehensive geographic information system may be substituted for the degree requirement on a year-for-year basis.
LICENSE REQUIREMENTS

PREFERENCES
Preference shall be give to certified GIS professionals (GISP)
