The Planning and Development Department is actively seeking a Building Permit & License Inspector.

This is entry level technical work in the inspection of building construction and real estate properties to ensure proper permitting and licensing for compliance with applicable building codes and ordinances. The work requires a knowledge of the techniques, methods and procedures used to regulate and enforce applicable building codes which is gained through specialized training and job experience. Contacts with others require skills in understanding and/or influencing people and are important in providing client services, including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. The inspection work involves differing situations requiring use of judgment and the ability to explain and enforce applicable building codes and regulations. The work is semi-routine in that tasks are covered by procedures or precedents allowing latitude to consider the appropriate method, technique, or procedure to follow. Work is performed in a field environment where there are some risks and hazards, but they are known, somewhat predictable and controllable. Operates a motor vehicle, personal computers, standard office equipment, engineering scales and distance measuring devices. The physical demands consist of driving, sitting, standing, walking, and lifting objects up to twenty (20) pounds. The work is performed under general supervision where the work assignments vary and, although subject to standard practices and procedures, the worker is allowed to set priorities subject to superior's approval. 

  • Inspects properties for violations of building codes and ordinances. 
  • Ensures contractors are licensed and have obtained proper permitting. 
  • Investigates complaints of building violations. 
  • Issues citations to violators of building codes and ordinances. 
  • Prepares reports on observed violations and identifies conditions requiring correction. 
  • Photographs real property for evidence and possible prosecution of violators. 
  • Researches and maintains files and records of complaints and violations. 
  • Prepares for and appears in court for prosecution of violators of applicable ordinances. 
  • Answers questions from the public on compliance and violations of applicable ordinances. 
  • Operates camera, calculators, and personal computers using word processing, spreadsheet, and database. 
  • Operates a motor vehicle. 
  • Demonstrates proficiency in the City of Jacksonville’s competencies. 
  • Performs related work as required.
     
  • Knowledge of city building codes, ordinances, rules and regulations. 
  • Knowledge of building inspection procedures and techniques. 
  • Knowledge of construction procedures and terminology. 
  • Knowledge of construction drawings and plans. 
  • Knowledge of contractor licensing requirements. 
  • Knowledge of Duval County streets and sections. 
  • Knowledge of maps and property descriptions. 
  • Ability to inspect properties and report findings. 
  • Ability to read, comprehend and explain maps, property descriptions and technical manuals. 
  • Ability to create inspection reports using applicable computer equipment and software including using word processing, spreadsheet, and database. 
  • Ability to communicate effectively both verbally and in writing.
  • Ability to perform mathematical calculations. 
  • Ability to operate photography equipment, and distance measuring devices. 
  • Ability to operate a motor vehicle. 
  • A three-year combination of education, training and experience in real estate, land surveying, topographic drafting, property title search, or compliance inspections or enforcement activities relating to local, state or federal code violations. 

  • May be required to furnish and operate an automobile in good condition for use in City business for which mileage compensation will be paid.

LICENSING/CERTIFICATION/REGISTRATION:  
  • A valid driver's license Is required prior to appointment and must be maintained. 
  • City of Jacksonville Public Driver Certification must qualify for prior to appointment, obtain and maintain during employment.
