What are the responsibilities and job description for the PLANNER II position at City of Johns Creek?
The Planner II position performs a variety of professional planning services for the City of Johns Creek's Community Development Department. The Planner II reports to the Assistant Community Development Director and ensures compliance with state planning laws, the City's Comprehensive Plan, Zoning Ordinance, and other local ordinances; and assists in the review and approval of Community Development-related applications and processes. The Planner II creates informative printed and oral reports, and/or presentations and delivers them to diverse audiences. He/she performs a variety of detailed tasks and ongoing assignments as outlined below.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Major duties and responsibilities include, but are not limited to, the following:
- Works directly with customers on any planning and zoning-related questions
- Prepares public hearing variance and zoning staff reports and meeting packets
- Processes various zoning and building-related permits
- Processes Zoning Certifications
- Prepares Administrative Variances
- Reviews sign applications for compliance with sign ordinance
- Maines case logs, files, and spreadsheets
- Reviews and approves development and building plans related to zoning matters
- Interprets and evaluates planning and planning-related ordinances and laws and advises citizens of their impact
- Reviews land use and variance applications for thoroughness and accuracy and manages them throughout the process
- Prepares staff reports, conducts site visits, makes recommendations, and presents finding to the Board of Zoning Appeals and Planning Commission as requested
- Assists with drafting amendments to the City's Zoning Ordinance, Comprehensive Plan, and Development Regulations
- Conducts research, and collects and analyzes various data to produce accurate and logical reports for the department, City boards, and officials
- Coordinates and interacts directly with the development community, including property owners, developers, architects, builders, attorneys, and others, providing guidance related to ordinance standards and time frames
- Actively participates in public meetings related to mid and long-range planning activities
- Provides both phone and in-person customer service
- Writes memos for internal or external distribution, sections of reports, and public involvement material. Writes effectively with minimal need for revisions
MINIMUM QUALIFICATIONS:
- Bachelor's Degree in City Planning, Public Administration, or a related field from a 4 year accredited college or university.
- Three (3) years of professional planning and zoning experience.
- Knowledge of Microsoft Office Suite applications.
- Knowledge of modern principles and terms used in general and applied planning, development regulations, land use theory, and comprehensive planning and zoning requirements.
- Ability to communicate effectively both verbally and in writing.
- Must possess strong interpersonal relationship skills.
- Must possess and maintain a valid Georgia driver's license.
PREFERRED QUALIFICATIONS:
- Master's Degree in City Planning, Public Administration, or a related field from an accredited college or university.
- Knowledge of the functions and capabilities of specialized urban design/planning software such as InDesign, Sketch Up, GeoDesign, AutoCAD, and Community Viz.
The Planner II starting pay will be competitive and commensurate with the chosen candidate's qualifications and experience. The targeted starting pay is between $59,929 to $77,703/year (exempt). PHYSICAL DEMANDS:
While performing the duties of the job, the employee is often in the field within the city limits. The employee typically handles office equipment, objects, or controls and frequently communicates with others. Moderate physical exertion is present because of physically walking sites, entering and exiting a motor vehicle. Some stooping and kneeling will be required. The employee will walk, sit, and/or stand for long periods and may lift and move up to 25 pounds. Must be able to safely operate a motor vehicle and perform tasks involving manual dexterity, such as the use of a computer. Work may at times require more than 8 hours per day or require irregular hours to perform the essential duties of the position. Will require travel between facilities or to external sites and agencies.
WORK ENVIRONMENT:
The employee will work both in an office and the field, traveling within the city limits. The noise level in the work environment can vary greatly. Great mental effort is required daily; moderate mental pressure and fatigue exist during a normal workday due to constant exposure to deadlines; frequent contact with high-profile individuals.
