The City of Kansas City, Missouri, Department of Water Services is seeking a proven people leader with water utility experience to serve as the Director Water Services. The Water Department is responsible for delivering critical services to our communities that impact public health and the environment. The ideal candidate will have a focus toward collaboration, customer service and long term planning. The Department is responsible for providing water services to nearly 500,000 Kansas Citians, provides drinking water to 33 wholesale water customers outside of Kansas City, Missouri and is a party to 28 interjurisdictional agreements with surrounding communities for wastewater services. The Water Services Department has over 1000 full time employees with an annual budget of approximately $400 million.
This position is a professional, highly complex position responsible for the overall management and daily administration of the municipal utility’s operation, personnel, and financial affairs. This position reports directly to the City Manager and is responsible for responding to various inquiries from the Mayor, City Council, other community organizations and State and Federal representatives.
A successful candidate for this position should have general knowledge of the principles and practices of design, construction, public water/sewer, public finance, project management, fiscal and budgetary principles and practices, and Human resource management and organizational management.
Responsibilities:
This position REQUIRES a minimum of a bachelor’s degree, with a preference for a master’s degree in public administration. Requires a proven track record in public utility operations, specifically within the realms of water and wastewater and a minimum of 5 years of executive leadership experience. Preferred candidates will also have a background in public service.
Demonstrated proficiency in clear communication (both verbal and written), computer skills, and effective problem-solving are essential for this role. A valid driver's license is necessary, and occasional travel beyond the Kansas City, Missouri area, including job sites, meetings, and community events, may be required.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
