DEFINITION
The Human Resources Generalist proactively provides a full spectrum of Human Resources guidance and counsel to assigned customer departments to include support in the areas of selection & hiring, employee benefits, policy interpretation, performance management and progressive discipline, and other HR programs. Serves as process owner and subject matter expert in specific HR areas such as: property and liability insurance, new hire onboarding and other areas as assigned.

ESSENTIAL JOB FUNCTIONS
With guidance and support from the HR Manager, serve as the primary contact point for all HR questions, issues, and projects for assigned customer departments. This includes areas such as:
- Recruiting, selection, and hiring - Posting jobs, reviewing candidates, coordinating interviews, and providing advice and guidance for selection decisions.
- Onboarding and orientation – obtaining and verifying all required employee data for entry. Participating in employee orientation sessions.
- General policy and program interpretation.
- Time and attendance and payroll guidance.
- Workers Compensation claims filing and follow-up
- Performance Management and progressive discipline support for employees and supervisors
- Assisting employees with separation process (COBRA, TMRS, etc.)
- Participation in coordination and communication of employee programs and events
Provide process leadership and ownership of assigned HR programs and processes such as:
Risk Management
- Maintains inventory of City property and makes recommendations for appropriate insurance coverages to include General Liability, Property, and Casualty.
- Develops and maintains effective tracking systems for incidents and provides routine and ad hoc reports and analysis.
- In partnership with the HR Manager, coordinates a City wide safety program incorporating departmental representatives to include inspections, drills, and training.
- Coordinates the claims submission and administration process for City of La Porte incidents involving damage to City or citizen property.
Administer the City’s Education Reimbursement Program
Provide and receive support and cross training to other HR team members on areas of expertise to maintain a high level of service to our customers.
Contribute to other projects, assignments, and processes as needed.
PHYSICAL REQUIREMENTS

QUALIFICATIONS

- Appropriate software systems to include Microsoft office applications and human resources specific systems such as employee data management and applicant tracking tools.
- English usage, grammar, spelling, and punctuation
- Modern office methods, procedures, equipment, and business letter writing
- Organization, procedures, and operating details of the Human Resources Division
- Human Resources principles, procedures, and best practices.
- Laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process
- Principles and processes for proving customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Preference will be given to candidates with experience administering safety and risk management programs.

TRAINING AND EXPERIENCE
Two (2) years of experience in a human resources role and/or an Associate’s degree in an applicable field.

Municipal Human Resources experience is strongly desired.
