Job Summary
Under the supervision of the Cyber Services Director this position will be responsible for following technology trends regarding cyber security and recommending necessary changes to the City"s cyber security environment. The incumbent will monitor and respond to cyber threats and make recommendations as to mitigation or remediation of such threats. Provide technical support as necessary to all City Employees, through a Help Desk ticket system. Technical support includes set-up for PC"s, laptops, printers; as well as desktop applications including Microsoft operating systems; third-party application and assisting with telephone technical support. Typical hours are Monday - Thursday, 40 hours per week. Due to the 24/7/365 emergency operations of the City of Lebanon; this is an on-call position as needed, when required.
Strong verbal and written communication skills, the ability to interact with others, along with the ability to troubleshoot and problem solve are required and necessary attributes for success. The ability to identify critical incidents and escalate Help Desk tickets when there is a strong sense of urgency, is necessary. The expectation is to prioritize all Help Desk tickets received to improve the efficiency and/or effectiveness of the city and/or IT functions. In addition, this position creates; updates; logs and documents all necessary information; provides documented details of the work performed for each ticket assigned; as well as identifies and initiates proactive solutions. Collaborates with Department Heads, employees and other Cyber Services team members, to identify incident details and request requirements.

This role will be responsible for following the technology trends regarding cyber security and recommending necessary changes to the City"s cyber security environment. The incumbent will monitor and respond to cyber threats and make recommendations as to mitigation or remediation of such threats.
Safeguard system assets by identifying and solving potential and actual security problems
Protect systems by defining access privileges, control structures, and resources
Recognize problems by identifying abnormalities and reporting violations
Implement security improvements by assessing current posture and evaluating new risk trends
Manage and track cyber risks within the City.
Coordinate periodic audits and pen tests
Maintain technical knowledge through research, publications, and classes
Maintain security and software updates/patches
Triage, respond, and find root cause to security related incidents
Effectively communicate with employees
Educate City employees by holding training sessions and performing phishing campaigns
Work with the Cyber Services Director on defining, documenting, and carrying out department policies and procedures.
Establish work plan in cooperation with the Cyber Services Director to establish and achieve department-wide goals and standards and in maintaining consistency with the City"s mission in all projects.
Participate in the development of annual Cyber Services operating and capital improvement budgets.
Evaluate and make recommendations for the purchase of new cyber security tools to protect the City"s information.
Assist others in the department as needed with basic technical problem resolution and end user support for desktop equipment and software.
Maintain and upgrade the desktop and server operating systems and installed applications as required.
Install, maintain and support information security solutions such as virus and malware prevention, detection, protection and monitoring systems.
Provide helpdesk escalation support including vendor communications as necessary.
Provide on-call support for Emergency Services as needed.
Document procedures utilized to correct problems.
Setup and install new servers and desktop computers to Cyber Services Department specifications. Develop proficiency with setup, installation and support of the existing Microsoft Windows desktop and server operating systems, the Microsoft Office Suite, VOIP phone system, website infrastructure and all information systems used throughout the organization.
Execute user requests for historical archives, backups, or restoration of files.
With the approval of the Cyber Services Director, recommend and document backup selections and procedures, as well as disaster recovery procedures, for all City systems to ensure accurate and complete archival of data and full system recovery.
Technical support
Provide help desk assistance, both in person and over the phone for all industry standard and third-party information systems.Computer software to be supported includes Microsoft Office Suite (Outlook, Word, Excel, Access, Power Point), Windows operating systems and numerous other applications used throughout the organization.
Make changes to City computer systems.
Document procedures utilized to correct problems.
Establish and maintain network users, user environment, directories, and security.Assign passwords and monitor system performance and access.
Respond to user requests for access to network resources.

Maintain awareness of developments in the field of computer science through professional reading and participation in appropriate meetings, workshops, and conferences.

Knowledge, Skills, and Requirements
Knowledge, Skills and Job Requirements - Bachelor"s degree in cyber security or related field; four years related experience and/or training; or equivalent combination of education and experience. Basic knowledge of network protocols and Microsoft 365. Must be well versed with Microsoft 365 Security and Compliance admin centers. The ideal candidate will have experience with, TCP/IP networks, computer technical support and helpdesk support.
A valid driver"s license with a good driving record is required.
A valid Microsoft 365 certification is preferred but not required.
A cyber security certification is preferred but not required. Physical Requirements
The employee is regularly required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; stoop, kneel, crouch, or crawl; and talk or hear.
