DESCRIPTION

The City of Long Beach, Department of Health and Human Services is recruiting for one (1) unclassified, at-will, full-time Community Program Specialist IV in the Homeless Services Bureau.

Reporting to the Community Program Specialist V, this position will manage and align multiphase Bureau-wide projects, in close collaboration with all City departments, other Bureau staff, and system funders, partners, and stakeholders (State, County, LAHSA, etc.

when necessary. The Community Program Specialist IV is responsible for the successful planning, execution, and completion of various projects critical to the ongoing operations and continued development of the Homeless Services Bureau.

This position is located at 333 W Broadway, Long Beach, CA 90802. Please note this position is offered a hybrid schedule upon successful completion of the probationary period per the City of Long Beach Hybrid Work policy.

EXAMPLES OF DUTIES

  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring resource availability and allocation, and technical feasibility;
  • Build and maintain positive relationships with project stakeholders and be responsive to changes of their needs and expectations;
  • Coordinate with cross discipline team members to make sure that all parties are on track with project requirements, deadlines, and schedules;
  • Simultaneously manage multiple projects that will typically range from 1-6 months in duration, some, or all of which may be high visibility within and outside of the Homeless Services Bureau;
  • Create and maintain clear project management tools and protocols;
  • Maintain updated project plans for all current assignments;
  • Collaborate with organizational leadership to build buy-in and commitment of resources for current initiatives;
  • Consistently and comprehensively communicate with project stakeholders to ensure shared understanding of critical dates and deliverables;
  • Implement a continuous improvement model by conducting post project evaluations and identify successful and unsuccessful project elements;
  • May represent the Bureau at community stakeholder events to educate community on administrative and programmatic efforts within the City of Long Beach; and,
  • Performs other duties as assigned.

REQUIREMENTS TO FILE

MINIMUM REQUIREMENTS

  • Bachelor's Degree in Public Health , Social Work, Public Administration, or a closely related field (Proof of education required).
  • Professional experience beyond the minimum qualifications may be substituted for the required education on a year-for-year basis.
  • Three (3) years of professional experience providing administrative or grant management in a human or social services program.
  • A Masters Degree in Public Health , Social Work, Public Administration, or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience.

Proof of education required).

  • Valid motor vehicle operator license.
  • Required to obtain a California motor vehicle operator license within 6 months if out of state. DMV K4 driver license information report printout required during onboarding for California residents.
  • Willingness to work overtime, weekends, and evenings.
  • Ability to :
  • Learn, interpret, retain, and communicate technical and complex information, terminology, policies and procedures related to grant programs and compliance.
  • Research and analyze data using a systematic and logical approach.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and follow oral and written instructions and procedures.
  • Maintain accurate records and files.
  • Work independently and / or as part of a team.
  • Work effectively with a wide variety of people by consistently exercising tact, good judgment and a pro-active, problem-solving focused communication style.
  • Operate office equipment including computers, printers and copiers as well as the word processing, spreadsheet, e-mail, database and program specific applications.

Type and enter data accurately.

DESIRABLE QUALIFICATIONS :

  • Masters Degree in Public Health, Social Work, Public Administration, or a closely related field.
  • Bilingual skills (Khmer, Spanish, Tagalog, and / or Vietnamese)
