Description

Under general supervision, the Code Enforcement Inspector assists in the enforcement of the Local codes and Ordinances related to property maintenance and zoning; primary duties include proactive property maintenance investigation, correction notices, citations into Mayor’s Court, inspections, permit review and approval.

Detailed Work Activities

  • Performs plan reviews of residential and commercial/industrial construction project applications to determine compliance with applicable zoning provisions pursuant to the City of Monroe Planning and Zoning Code; conducts field inspections for new construction and change of uses for purposes of issuing zoning compliance certificates; makes mathematical computations to determine compliance with code requirements; maintains and programs the zoning database for permit tracking as needed; generates and creates queries within zoning database for permit statistical information as requested by Director of Development.
  • Investigates possible zoning and property maintenance violations in response to public complaints or those observed while in the field; prepares violation notices and orders for any construction project or property found in violation of the City of Monroe Planning & Zoning Code or the International Property Maintenance Code; responds in person, by telephone, or in writing to complainants regarding violations; administers the nuisance abatement process; appears before the Board of Zoning Appeals as complainant or witness as required; maintains and programs the zoning database for violation tracking as needed; generates and creates queries within zoning database for property maintenance statistical information as requested by Director of Development.
  • Works with the Police Department to prepare materials for court prosecution as a result of summons, citations, or warrants issued. Appears in court as complainant or witness as required.
  • Conducts meetings with property owners and developers and explains in common terms, complex zoning regulations and procedures; responds in person, by telephone, or in writing to provide information to homeowners, building contractors, and construction personnel regarding codes and procedures; researches code information and interprets codes; discusses application procedures and review minor construction plans with builders, developers, and general public; assists the public by providing information on all applicable zoning provisions and procedures and provide referrals to the proper agencies.
  • Conducts special surveys and prepares oral and / or written reports on findings, including comparative statistics, records, and posts violations while at the job site.
  • Maintains complete and accurate records and generates reports of all applications reviewed, violations issued, nuisance abatements, inspections completed, and violation cases investigated.
  • Visually examines and conducts test of devices or systems regulated by codes and Ordinances.
  • Responsible for property maintenance related code updates to the Planning and Zoning Code and International Property Maintenance Code, as needed, to meet the expectations and service levels of the City
  • Assists the Planner in organizing material for the Board of Zoning Appeals (BZA) reports and meetings.
  • Attends meetings and serves on committees, as required; attends various meetings, seminars, and workshops.
  • Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
  • Demonstrates prompt, regular, and predictable attendance; must be available to return to work after normal work hours or on weekends when assigned. Ability to get along with others.
  • Performs other duties as assigned

Qualifications

Associates Degree from an accredited college or university with major course work in Construction Technology, Planning or related field and two (2) years relevant work experience in Zoning Administration, Code Enforcement or Construction; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.

Must possess a valid driver's license. Must remain insurable under the City's vehicle insurance policy.

Knowledge, Skills, and Abilities

MINIMUM ACCEPTABLE CHARACTERISTICS: (*indicates developed after employment)

Knowledge of: City goals and objectives; City policies and procedures; City’s Zoning/Building Code; International Property Maintenance Code; zoning/building inspection techniques; code enforcement procedures; drafting and survey techniques; courtroom procedures; records management; public relations; computer programs and general office practices; English spelling, grammar, and punctuation.

Skill in: Use of modern office equipment; computer operation; telephone techniques; data entry; calculator operation; reading and writing comprehension and Microsoft Office applications.

Ability to: Interpret the City of Monroe Codified Ordinances; understand a variety of written and/or verbal communications; deal with problems involving several variables within familiar context; understand, interpret, and apply laws, rules, or regulations to specific situations; calculate fractions, decimals and percentages; compile and prepare reports; prepare accurate documentation; respond to routine inquiries from public and/or officials; maintain effective working relationships; ability to get along with others; maintain records according to established procedures; resolve complaints.
