Basic Function Under the direction of the Stormwater Supervisor, maintains and repairs the stormwater system to include all appurtenances; assures the stormwater is conveyed through the system.
Distinguishing Characteristics Apprentice level is an entry level position that performs assigned duties under direct supervision.
Journey level positions performs the full range of construction, maintenance, and repair duties in the Stormwater Division and operates the full range of equipment utilized in the trade.
Senior level operators are more technically advanced and may serve in a lead capacity in their specific area or in other interdepartmental specialties as assigned, they may also serve as the responsible party on job sites as assigned.

Act as the Responsible Person while on call for the Moscow Public Works and Services Group -Stormwater Division.
Investigate customer complaints of stormwater problems and respectfully resolve those problems in a timely manner in order to maintain positive relations with residents.
Performs repair and maintenance activities of the stormwater system to ensure safe, effective operations in accordance with all applicable rules and regulations.
Respond to Public Works Emergencies after hours as a person On-call. Respond to flood emergencies to reduce property damage, injury or loss of life to the public.
Utilizes appropriate construction and mitigation processes to maintain the streets system.
Apprentice As directed performs duties in the construction, maintenance, and repair of City infrastructure including: catch basins, stormwater man holes, storm water conveyance lines, detention and retention facilities, creeks, ditches, etc.
Assist in sweeping of all City streets, parking lots, and alleys.
Assist in the operation of a variety of equipment used in stormwater maintenance.
Conduct inventories of stock items.
Under direct supervision of a Traffic Control Technician, install traffic control for work zones.
Assist in the maintenance of storm sewers, repair or install new manholes and catch basins.Assure storm sewers are free flowing. Clean and maintain drainage ditches. Repair or build new storm lines. Maintain detention ponds and assist in flood control efforts.
Assist in locating all City-owned storm.
Assist in the operation of a variety of equipment used in stormwater maintenance including hydro-jet, CCTV truck, backhoe, tractor, front-end loader, dump truck, roller, excavator, pipe locater, compaction equipment, concrete saw, street sweeper, hydro excavator, welding equipment, drill press, hydraulic press, storm sewer root cutters, ditch digging equipment, power saws, a variety of hand tools.
Participates in the Public Works On-Call rotation when assigned.
Participates in the Stormwater Department-On Call rotation when assigned.
Journey As a Traffic Control Technician, install traffic control for work zones.
Operate a variety of surveying equipment to check grades and elevations. Install hubs and read survey stakes.
Assure MUTCD compliance in work zones, maintain barricades and temporary traffic control devices, and generation of traffic control plans.
Maintain storm sewers, repair or install new manholes and catch basins. Assure storm sewers are free flowing. Clean and maintain drainage ditches. Repair or build new storm lines. Maintain detention ponds and assist in flood control efforts.
Perform yard maintenance including gravel, cold mix, manhole lids, and culvert pipe.
Track, respond and investigate Illicit Discharge complaints within two working days and notifyEnvironmental Service Group as required under the MS4 permit.
Prepare and maintain records related to daily activities, time sheets, evaluation forms, and work orders for maintenance personnel.
Monitor stock levels of repair and maintenance parts and supplies to maintain required quantities. Reorder materials as required. Perform yard maintenance, maintain assigned equipment and maintain material stock piles.
Assist the City Environmental Services Group in Illicit Discharge Detection and Elimination into the MS4.
Assist with public education for the MS4.
Assist the City GIS Department with asset tracking of stormwater system mapping and data.

As a Traffic Control Supervisor, develop and design traffic control plans and assure MUTCD compliance in work zones, maintain barricades and temporary traffic control devices.
Demonstrate an expert level in operating a variety of equipment used in stormwater maintenance.
Develop best management practices for inventorying and ordering of stock items.
Familiar with all Stormwater Department Policies and Procedures.
Operate a variety of engineering survey equipment to check grades and elevations.
Perform lead duties in construction, maintenance, and repair of City storm system.
Request and conduct utility locates to minimize the risk of damage to other utility systems during normal maintenance or repair of City storm systems.
Review engineering plans for new developments and conduct post construction inspections of new developments prior to possession by the City.

Education and Experience
Apprentice Graduation from high school or GED
Journey Graduation from high school or GED
Three (3) years of experience at the level of Stormwater Apprentice with the City of Moscow orThree years of documented experience in a stormwater related field.
Senior Graduation from high school or GED
Four (4) years of responsible experience in a stormwater related field, or Four (4) years of experience working for the City of Moscow as a Stormwater Operator with at least Two (2) years of experience in daily on-site charge, supervision of personnel, or management of major segment of the stormwater system. Two (2) years of post-high school education in a related field or Two (2) additional years of experience working in a stormwater related field.
Licenses and Certifications
Apprentice
Valid Driver’s License
Ability to obtain Valid Class A CDL (commercial driver’s license) with air brake and tanker endorsement or the ability to obtain within six months of hire
Ability to obtain Flagger Certification within 1 year of hire
Ability to complete Confined Space Entry Training
Ability to complete Trench Safety Training
Ability to complete OSHA Competent Person Training
Journey Must meet all minimum qualifications of an Apprentice Operator in addition to the following requirements and certifications:
