Position Summary

Under the general supervision of the City Manager, the Human Resources Director position is a highly responsible administrative position and a member of the City’s executive team. The Human Resources Director is responsible for the day-to-day management of the City’s Human Resources Department and all its programs. This position supervises and oversees the functions of the Assistant Human Resources Director and the Human Resources Coordinator. This position is guided by policies and assignments issued by the City Manager. However, this position involves the exercise of considerable independence in judgment and is held accountable for the bottom-line quality of the services provided and achieving desired results.

Essential Functions:

  • Manages the recruitment function for all departments, ensuring compliance with all relevant laws and consistent application of procedures throughout the organization. This includes but is not limited to overseeing the drafting and publishing of advertisements, screening of applications and resumes;
  • Monitors employment matters to assure compliance with Equal Employment Opportunity Commission (EEOC) guidelines;
  • Conducts investigations and/or assists the Law department with allegations or lawsuits brought by applicants, current, or former employees regarding employment processes;
  • Responsible for the administration of the City’s compensation and classification program and recommends policies that provide for consistent treatment and equitable pay for all positions. Manages, analyzes and helps determine salary, benefits and total compensation for the city;
  • Responsible for ensuring Human Resources maintains up-to-date and confidential records including employee personnel files, separate employee medical files, and background check files;
  • Analyzes situations within policy and legal frameworks to protect the City’s interest through maintenance of personnel documents and records;
  • Supervises and/or processes the HR section of the City biweekly payroll, employee wage withholding orders and garnishments according to law, validates work time and leave benefits with existing employment laws and City policies;
  • Ensures the City’s compliance with Federal and State laws as they apply to employment issues which, include Title VII of the Civil Rights Act of 1964 and Amendments, Americans with Disabilities Act, Family and Medical Leave Act, Fair Labor Standards Act, Age Discrimination in Employment act, Worker’s Compensation, Drug Free Workplace Act, HIPAA, etc.;
  • Is the City’s assigned Equal Employment Opportunity Compliance Officer;
  • Is an authorized agent for the Kansas Public Employees Retirement System (KPERS);
  • Manages and oversees the setup of pre-employment physicals, drug-screens, and background checks for employee applicants receiving a Conditional Offer of Employment;
  • Manages the City benefit programs including, but not limited to, the IRS Section 125 Cafeteria Plan, the City’s self-funded health insurance plan; dental plans, supplemental insurance plans; short and long-term disability plans; life insurance; and deferred compensation program, researches and resolves employee problems and inquiries of the same.
  • Facilitates the development and updating of the Personnel Policy manual and the Supervisor’s Procedure Manual. Provides background information and research to ensure these policies and procedures are both legal and sound. Works toward the consistent application of all human resources policies, procedures, and practices.
  • Responsible for the tracking and coordination of all forms of employee leave, with particular emphasis on ADA, FMLA, and work comp leave to ensure regulatory compliance.
  • Responsible for the management of the employee performance program;
  • Serves on various committees.

Marginal Functions:

  • Other duties as assigned or needed.

Position Requirements:

Education: Degree in Human Resource Management or related field. Certifications as SPHR or SHRM-CP preferred. Equivalent combination of education and experience.

Experience: Four to five years executive level experience in Human Resources with a preference given to government Human Resources experience. Must have proven ability to work with Microsoft® products. Must have a valid driver’s license with a good driving record.

Skills: Knowledge of employment laws and requirements are necessary in this position. Excellent oral, written, and interpersonal communications skills required. Basic knowledge of finance, accounting or bookkeeping principles and methods preferred. Excellent computer skills, including proven ability in Microsoft® products and internet research skills, required. Proven personnel management skills, outgoing personality with team management skills preferred. Must have excellent organizational skills, including filing, and multitasking. Must have the ability to recognize the need for confidentiality and be able to maintain confidentiality of various information related to personnel, finance, and employee medical records. Must have ability to plan for future events, develop and implement a plan and meet deadlines.

Problem Solving: Frequent problem solving exists in many areas of this position’s span of responsibility. Examples include: The administration of the Personnel Plan, including the interpretation of State or Federal employment laws, answering employee questions regarding their benefits and/or solving benefit problems, applying City personnel policies to employee situations.

Decision Making: Frequent decision making exists in this position. Examples include: Solving employee questions on the application of employment policies, laws, etc.. Creating and prioritizing To Do lists. Deciding and creating a reorder schedule for various office forms and supplies. Solving questions of employment, and other matters when policy does not dictate.

Accountability: Employee is responsible for accurate interpretation and application, to the best of ability, of employment law and City employment policy. Employee is responsible for confidentiality of certain sensitive matters dealing with monetary funds, employees, and employment issues.

Personal Relations: Frequent contact with other city employees and the public exists in this position.

Supervisory Responsibilities: Employee has supervisory responsibility over Human Resources Coordinator, and Assistant Human Resources Director, and other subordinate personnel as assigned.

Working Conditions: Works primarily in an office setting, using standard office equipment and computers. Occasionally conducts meetings at department or division buildings.

Physical Requirements: The Director of Human Resources’ physical job demands include Occasional Bend/Crouch; Occasional Carry of <5 lbs; Occasional Foot Coordination; Constant Hand Coordination; Occasional Lift of up to 50 lbs from Floor to Waist; Occasional Horizontal Push/Pull of up to12 lbs; Occasional Forward Reach; Constant Sit; Occasional Stand; Frequent Walk.
