The Department of Budget & Strategic Planning is seeking innovative and analytical leader for the position of CivicLab Manager to work with the team that develops and maintains the City's budget.

Essential functions include but are not limited to:
  • Supervise a team of individuals with diverse skill sets including data analytics and technology, research, communications and community engagement, and Agile innovation techniques.
  • Supervise the Data Analytics team that provides support and analysis in areas as diverse as turnover and retention, traffic analysis as well as the creation of analytic dashboards for DEI, flood data, and resident service requests.
  • Provide policy leadership for the citywide data program and citywide data governance, including overseeing the Data Leadership Committee Lead efforts to promote and manage safe and effective use of AI citywide, including providing leadership for the interdepartmental Artificial Intelligence Taskforce.
  • Provide policy leadership for the city’s open data program including interacting with departments regarding data publication and maintenance as well as encouraging crafting of data stories to enhance resident understanding of the data.
  • Ensure data training (collection and analysis) is made available citywide so departments have data analytic capability internally to inform decisions and direct programs and resources; oversee the Data Champions Team and the Data Certification Program.
  • Disseminate federal census data and share ways this data can be used to analyze city issues.
  • Support the development of the annual operating and capital budgets through system support as well as providing data and analysis. Oversee the development and promotion of the annual Hampton Roads Datathon.
  • Manage the biennial resident survey to include vendor procurement, review of survey instrument with input from leadership, coordinate with the Department of Communications & Marketing regarding public information around both dissemination of survey and the results. Present findings to civic groups across the city, as requested.
  • Manage the biennial employee survey to include vendor procurement, review of survey instrument with input from leadership, coordination with the Department of Communications & Marketing regarding employee information around both dissemination of survey and the results. Aid departments, as needed, in developing action plans to address results.
  • Coordinate Agile Team Norfolk trainings and activities, including serving as liaison with Old Dominion University, working with the Department of Communications & Marketing to share Agile training and other opportunities as well as Agile project implementation. Engage with departments to send staff to Agile training and other events to encourage a culture of innovation citywide.
  • Coordinate city engagement with What Works Cities and other outside partners in the government, philanthropic, academic and innovation sectors to build essential relationships and fully leverage the wide variety of resources available to Norfolk; lead the What Works Cities certification efforts as well as pursue affilitions/memberships with organizations that will further CivicLab’s mission.

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Five years progressively responsible professional project, program and staff management experience.  Requires at least two years of supervisory experience.The ideal candidate possesses:
  • Knowledge of the principles and practices of public administration as well as project and program planning and evaluation.
  • Excellent communication skills, both written and verbal; ability to address a variety of audiences, including elected officials.
  • The ability to create and maintain effective working relationships, and resourcefulness to work with a variety of
  • stakeholders including employees, contractors, professional contacts, city leadership, elected officials, and residents.
  • Excellent team building and leadership skills; possess the initiative and ability to overcome obstacles and move projects forward.
  • Proficiency in the use of Microsoft Suite products and ability to learn other data tools and systems.

Work Schedule: Monday through Friday, 8:30am-5:00pm

Signing BonusThis position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
