The City of Oceanside is accepting applications for current and future vacancies for the position of Planner I. There is currently one vacancy in the Development Services Department - Planning Division.
Examples of Duties
The Planner I conducts and participates in long-range planning studies and development application reviews; conducts research and zoning studies; performs research, analysis, report writing, graphics design and computations for planning and zoning studies; investigates planning problems; makes verbal presentations of findings; assembles a variety of information and data for the preparation of reports and studies; reviews sign, building, engineering and landscape plans for zoning compliance and fulfillment of conditions of approval; conducts research preparatory to various phases of planning projects; coordinates with City departments and outside agencies for the creation of new streets and house numbers; provides information and service to the public on planning issues and requirements at a public counter, via phone and mail; updates documents, project files and planning maps; receives applications for various development projects; assigns and monitors project numbers; and performs various support functions for other planning staff.
Minimum Qualifications
Knowledge of:
* The theory, principles and practices of land use planning and community development.
* Zoning and subdivision regulations.
* Mapping techniques and graphic design.
* Research methods used to collect and analyze land use planning data.
* Modern office procedures, methods and equipment including computers and applicable software applications.
* Principles and procedures of record keeping.
* Principles of business letter writing and basic report preparation.
Ability to:
* Conduct research of planning and zoning issues.
* Learn the legal background of zoning and community development actions.
* Learn site design and subdivision review processes and issues.
* Learn City zoning ordinances and regulations.
* Learn pertinent Federal, State, and local laws, codes and regulations.
* Prepare graphics and display exhibits.
* Maintain and update accurate records and files.
* Prepare clear and concise reports.
* Perform basic arithmetic calculations accurately.
* Communicate clearly and concisely, both orally and in writing.
* Understand and carry out oral and written instructions.
* Establish and maintain effective relationships with those contacted in the course of work.
Experience and Training
Experience: No direct related work experience is required.
Training:A Bachelor's degree from an accredited college or university with major course work in planning, geography or a related field.
License or Certificate: Possession of an appropriate, valid driver's license.
Working Conditions and Selection Process
Environmental Conditions:Office environment; exposure to computer screens; extensive public contact.
Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting and standing for prolonged periods of time; speaking and hearing to exchange information; visual acuity to read and interpret specifications and drawings.
Selection Process:All properly completed applications and supplemental questionnaires will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. The process may include a written examination and/or an oral interview to assess job-related experience and skills. Candidates who successfully complete the selection process will be placed on an eligibility list which will remain valid for a minimum of six months.
The Written Exam is scheduled for Wednesday, January 4, 2023.
Exam dates are posted as a courtesy and may be subject to change.
Note: Prospective candidates will undergo a background reference check and a medical examination, a drug screening may be required.
