The Radio Technician II is an FLSA non-exempt position under general and/or immediate supervision of the Communications Supervisor, Assistant IT Director, and/or IT Director. This position is responsible for installing, programming, repairing, tuning, and maintaining the city’s communication equipment and associated network infrastructure. This position will also be responsible for coordinating, installing, splicing, terminating, and maintaining the fiber optic cabling for the City’s network infrastructure. The Radio Technician II supports and maintains the city owned microwave communications infrastructure as well as maintains radio tower sites.
 
This job description is an overview and is intended to describe the general nature and level of work being performed.  It’s not intended to be an exhaustive list of all the functions and tasks required of the position.
ESSENTIAL FUNCTIONS:
 
  • Installs, programs, maintains, operates, and repairs City owned radio and electronic systems and equipment, including digital communications consoles, Tone and DC radio remotes, mobile, portable & digital trunked radios, emergency lighting systems, fiber optics, amplifiers, fixed station receivers, control stations, repeaters, fixed and mobile computers and printers, automatic electronic equipment, remote control amplifiers, point-to-point microwave system, in-car audio and video systems, wireless networking equipment, video surveillance, and license plate reader cameras
  • Completes reports required by Federal Communications Commission (FCC)
  • Maintain stock of radio and alarm equipment repair parts, including ordering of parts and equipment as necessary 
  • Operates and maintains digital and analog electronic test equipment and troubleshoots electronic problems and makes repairs at both system and component levels
  • Manages work order requests for the installation and repairs of communication equipment into city vehicles and heavy equipment, including public safety
  • Installs, repairs, and maintains antennas and wiring on communications towers, vehicles, and buildings
  • Performs periodic inspections and adjusts and repairs as necessary transmitting and receiving equipment
  • Modifies existing telecommunications equipment for specific use such as by changing radio frequencies, antenna directivity patterns and characteristics, remote control consoles and accessories to be compatible with system design changes, fabricating unusual installation hardware for equipment, and modifying existing electronic circuits to adapt to newer requirements and maintain maximum utilization
  • Designs and constructs new equipment for specific uses such as unique controls, switches, circuits, and amplifiers for radio, audio, recorders, and other equipment
  • Trouble shoot and repair data network infrastructure including, but limited to, audio/visual equipment and data network infrastructure
  • Supports and maintains automated Fire Department alerting system, i.e., ProPhoenix G2
  • Studies and complies with departmental and organization rules and regulations
  • Maintains off-site equipment by performing periodic preventive maintenance checks
  • Coordinates, installs, splices, and terminates fiber optic network infrastructure
  • Assist in the design, coordination, install, and documentation related to fiber optic infrastructure and network communication equipment
  • Participates in CCNC meetings and other State of Colorado Radio System Communications
  • Upkeeps surrounding grounds to ensure access to equipment and to prevent obstructions and interference with the functionality of equipment
 
 IMPORTANT FUNCTIONS: 
 
  • May perform the duties of similar classifications of an equal or lower pay grade.
PHYSICAL REQUIREMENTS:
 
The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
 
  • Lifts, carries, pushes, or pulls equipment and supplies weighing up to 45 pounds, frequently lifting and carrying objects weighing up to 45 pounds
  • Frequently stands and walks for prolonged periods of time to observe for safety hazards and perform daily functions
  • Frequently climbs ladders and stairs to perform installation and repair work        
  • Uses manual dexterity to manipulate supplies, tools, and equipment
  • Uses visual acuity to read operating manuals and instructions; safely operate a vehicle and equipment; identify hazards, and ability to distinguish color to perform daily functions
  • Frequently performs activities requiring a full range of body movements including sitting, bending, stooping, kneeling, squatting, crawling, twisting, and balancing
  • Reaching above the head is required when installing cabling and/or fiber optic wiring
  • Climbs in and out of manholes to vent, splice and install fiber optic cabling
  • Employee will be required to work and operate lifts and bucket trucks
  • Employee will be required to work in confined spaces and climb into and out of manholes
This position requires:
  • Working knowledge of digital trunked radio systems and radio operations
  • Knowledge and skill in the installation, maintenance, programming, and repair of mobile and portable P25 radio communication equipment and sub-systems and other electronic equipment
  • Skill and ability to solder surface mount and through-hole components
  • Ability to install, troubleshoot, maintain, or repair in-car audio visual systems and associated wiring
  • Ability to install and maintain mobile digital trunk radio components
  • Ability to install and maintain mobile device terminals, printers, and in-car modems
  • Ability to troubleshoot and repair data and power cabling
  • Skill and ability to install fiber optic cable plant including fusion splicing, termination, and repair
  • Experience with fiber optic diagnostic and troubleshooting test equipment, i.e., optical time-domain reflectometer (OTDR)
  • Working knowledge of local area network topology and network equipment
  • Working knowledge of and ability to read and interpret communications and electronic schematics diagrams, plans and specifications correctly
  • Ability to use digital voltmeter to troubleshoot and repair electronic equipment
  • Skill and ability to operate small hand tools, i.e., power drills, band saws, weed eaters, and lawn mowers
  • Ability to pay close attention to detail and exercise good judgement
  • Ability to utilize good eyesight, color perception, hearing and keen powers of perception 
  • Working knowledge of and ability to use Microsoft Office products including Word, Excel, PowerPoint, Outlook, and other standard office equipment, i.e., copiers, printers etc.
  • Ability to operate a motor vehicle, distinguish directions, and ability to follow all City and State traffic laws
  • Knowledge of and ability to perform advanced mathematical calculations, which include arithmetic, conversions, division, fractions, and multiplication
  • Ability to work under the stress of multiple deadlines, demands and shifting priorities and make sound decisions in emergency situations
  • Ability to work successfully with and provide good customer service to supervisors, other City employees, the public and other agencies, and organizations
  • Ability to perform all the job duties in a safe manner.
In addition to the knowledge, skills and abilities listed above, this position requires the following:
 
  • An associate degree from an accredited college or university with one (1) year of directly related professional experience in information technology networking or radio operations. 
 
  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
    • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification 
    • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
 
In addition to meeting the minimum qualifications at the time of application, within one (1) year of appointment the employee must:
 
  • Obtain a valid Federal Communications Commission General Class Radio Telephone License.
 
SPECIAL CONDITIONS OF EMPLOYMENT: 
 
The individual in this position may be exposed to confined spaces, heights, severe weather conditions, heavy lifting, continuous standing and bending, and the possibility of electrical shock.  Position requires that the individual be willing to work evenings, weekends, and holidays.  Must also be willing to work overtime and be on call.  
 
Prior to employment, successful Information Technology Department candidates will be given an offer of employment that is contingent on successfully passing the following:
 
  • A comprehensive criminal background check
  • Submit to fingerprinting
  • Driving record check
  • Education and employment verification
  • Professional reference check
  • Pre-employment medical evaluation and drug screen; and
  • Verification that the candidate is legally entitled to work in the United States.
 
Candidate must submit to fingerprinting and background check by the Consolidated Communications Network of Colorado (CCNC) and be approved by the Board of Directors of CCNC to program on the network and maintain the privileges to program on the network or the employee may be terminated or demoted.
 
All required licenses and certifications must be maintained throughout the term of employment.  Failure to obtain or maintain licenses and certifications may result in demotion or termination.  
 
 
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be requires, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
