Position Summary:
The Human Resources Specialist will support all aspects of human resources including, but not limited to, recruiting, compliance, benefits, and special projects. This position must possess human resources knowledge and administrative skills to support day-to-day operations. They will work closely with the City Secretary to ensure the highest level of service is provided to our internal and external customers. The HR Specialist performs specialized tasks for human resources related to programs, policies, and initiatives.
Duties and Responsibilities:
· Manage the recruitment, selection, and on-boarding process,
· Manage and process employee benefits, including health insurance and retirement plans,
· Reconcile monthly billing with benefits deductions,
· Assist in the development and implementation of personnel policies and procedures,
· Ensure compliance with federal, state and local employment laws,
· Provide guidance to employees regarding benefits questions and leave in compliance with FMLA,
· Assist with implementation of new benefits and the open enrollment process and generate open enrollment reports,
· Manage a variety of liability insurance policies by establishing and coordinating coverages with insurance agents/carriers,
· Work with other City Departments to maintain inventory of equipment, facilities, and property to ensure proper insurance coverages,
· Conduct annual workers compensation audit,
· Conduct periodic driver’s license checks as required by City Administrative Orders,
· Advise employees, supervisors and managers on application and interpretation of personnel policies, practices, and procedures; may assist Director of Human Resources with employee relations matters, as needed,
· Stay abreast of federal, state and local Human Resources regulations and advise proper implementation of new or amended regulations,
· Compose, prepare, and review a variety of reports, memorandums, presentations and documents as assigned; distribute reports and provide data analysis,
· Arrange and coordinate meetings and events,
· Participate in administrative staff meetings and attending other meetings and seminars,
· Assist with administrative duties, as needed,
· Performs other related duties as required.
Required Education & Experience:
· Bachelor's degree in Human Resources, Business Administration, or a related field, preferred
· Minimum two (2) years of experience in Human Resources or related field
· Valid Texas driver’s license
Performance Requirements (Knowledge, Skills, and Abilities):
Knowledge of:
· Principles and practices of HR, including performance management system development and administration, recruitment and employment processes, benefits and training processes,
· Methods, practices, and terminology used in financial, statistical, and clerical work.
Skills in:
· Interpreting and applying pertinent federal, state and local laws, codes and regulations, particularly those applicable to human resources management,
· Operate various types of office equipment including computers and calculators,
· Organizing work for timely completion,
· Researching and analyzing a variety of information.
Ability to:
· Exhibit strong professional judgment, decision-making, and ethics,
· Tactfully respond to requests and inquiries from employees, supervisors, and the general public.

Pay: $19.95 - $21.62 per hour
