What are the responsibilities and job description for the Signal Engineer III position at City of Salem?

Make an impact:  
The City of Salem Public Works Department is looking for a Signal Engineer III. The Signal Engineer III will work closely with signal maintenance electricians to help troubleshoot issues related to signal operations, communication, and equipment. They will also be asked to coordinate needs from other jurisdictions whose signal equipment we operate and maintain and respond to public inquiries regarding traffic signal operations.

What you will do: 
The Signal Engineer III position is within the Traffic Engineering Section and performs a full range of Engineering tasks. Some of those tasks include managing/reviewing product/technical accuracy produced from the work of the Engineer II (Assistant Signal Engineer) and acting as a project manager for large complex engineering projects.  They will also be responsible for serving on technical and advisory committees, establishing project delivery procedures, and community meetings. You will also work closely with signal electricians on troubleshooting signal and communication issues.

Additional information on job responsibilities:
  • Traffic signal design;
  • Traffic signal plan review;
  • Review of signal equipment and signal construction materials;
  • Fiber-optic communication equipment design;
  • Street lighting;
  • Signal timing and plan creation; and
  • Other electronic traffic control devices.
  • May work late into the evening or early in the morning.

What are the minimum qualifications?
  • Must pass the pre-employment background check.
  • Must have an Oregon Driver license and meet the City of Salem's driving standards.
  • Bachelor's degree from an accredited college or university in Civil Engineering or a related field, and six years of experience in a related field, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Professional Civil Engineer License required.

What you will bring along:
  • Knowledge of legal issues, statutes, regulations, codes as related to traffic engineering (MUTCD, AASHTO, etc.), signal operation software (preferably Transparity and/or Kinetic), construction traffic control, traffic engineering, computers, systems, and various software including GIS.
  • Project management for traffic signal and fiber interconnect projects, ensuring coordination with other city staff/divisions/departments as needed.

The Urban Renewal Agency and the Salem Housing Authority are separate municipal corporations. The Agency contracts with the City for services and the Authority is led by the Housing Administrator within the Urban Development department.
