Under administrative direction, is responsible for performing highly complex and technical crime and intelligence analysis work with the full responsibility for the criminal intelligence data collection, maintenance, and reporting activities. Exercises direct supervision over assigned staff.

This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Work Hours
7:45 a.m. - 4:30 p.m., Monday - Friday
  • Oversees and coordinates all operational activities and investigative functions regarding the gathering, analysis, reporting or criminal intelligence.
  • Establish and ensures compliance with applicable departmental guidelines, and state and federal regulations. Ensures departmental compliance with annual legislative reporting requirements.
  • Reviews work products developed for quality, correctness, and relevance. Conducts final review of intelligence/crime analysis report prior to release. Provides technical guidance and direction.
  • Works closely with sworn personnel, other public safety units such as Strategic Planning, Tactical Operations, Fusion Center, Office of Emergency Management, San Antonio Regional Intelligence Center, and other agencies in the exchange of information and resources as needed.
  • Oversees the agency's coordination and exchange of local and regional criminal intelligence information. Promotes data sharing initiatives between local, regional, state, and federal law enforcement agencies.
  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures and guidelines.
  • Researches and coordinates grant and funding opportunities, technology resources, professional training opportunities, and internship and project collaborations with external entities.
  • Attends and participates scheduled departmental and professional meetings, as needed. Acts as a resource and liaison between division and various departments within COSA, as well as external contacts such as local, county, state, and federal law enforcement agencies.
  • Assists in the preparation of the department's operating budget.
  • Collaborates with departmental fiscal and contract administration personnel on expenditures related to unit.
  • Maintains up-to-date with industry standards, methodologies, and practices related to law enforcement, criminal intelligence, homeland security, and public safety.
  • May testify regarding the methodology employed in casework findings in court or official proceedings, as needed.
  • Performs related duties and fulfills responsibilities as required.
  • Bachelor's Degree from an accredited college or university.
  • Ten (10) years of experience in public administration, law enforcement, or related field.
  • Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.
  • Valid Class 'C' Texas Driver's License.
Preferred Qualifications:

  • Twenty (20) years of experience in law enforcement, preferably in supervision and management of law enforcement or related field. 
  • Executive and administrative law enforcement experience.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months.  One year of higher education is defined as 30 credit hours completed at an accredited college or university.
  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks.  If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

  • Knowledge of law enforcement operations and procedures
  • Knowledge of the functions and organization of local, state, and federal government.
  • Knowledge of law enforcement systems and software.
  • Knowledge of crime analysis methodologies and practices.
  • Knowledge of statistical research and reporting methods, techniques, and procedures.
  • Skill in utilizing a personal computer and associated software programs, such as GIS and graphic design concepts.
  • Ability to interpret, compare and analyze law enforcement information.
  • Ability to establish and maintain effective working relationships with co-workers, management, and the public.
  • Ability to work independently, with minimal supervision, and use rational judgment in making work-related decisions.
  • Ability to communicate clearly and effectively.
  • Ability to deliver formal presentations to small and large groups.
  • Ability to perform all the physical requirements of the position, with or without accommodations.
  • Working conditions are primarily in an office environment.
