The Community Services Department is currently seeking to hire two Public Works Inspectors. Civil Service Testing:
The Civil Service Exam for this position will be a Training and Experience Questionnaire (T&E), included at the end of the application under supplemental questions. PUBLIC WORKS INSPECTOR I
Description:
Under limited supervision, perform inspections on public works capital improvement and developer-built projects, as well as projects in the City right of way for conformance with local, state and industry plans, specifications, codes, and contract provisions.
Distinguishing Characteristics:
This is the entry class position in the series, expected to perform a variety of inspections on public works and contract projects with limited supervision and understanding when complex issues need to be sent up the chain.
PUBLIC WORKS INSPECTOR II
Description:
Independently perform inspections on public works capital improvement and developer-built projects, as well as projects in the City right of way for conformance with local, state and industry plans, specifications, codes and contract provisions.
Distinguishing Characteristics:
This position is expected to independently perform a variety of complex and experienced inspections on public works and contract projects while demonstrating mastery of project management, communication, conflict resolution and autonomy.Applicants must possess the following minimum qualifications to continue in the recruitment process:
PUBLIC WORKS INSPECTOR I
Education and Experience:
High School Diploma or equivalent and two (2) years of experience in engineering technical support, survey or journey level construction work.
Licenses and Certificates:
Must possess within thirty (30) days of hire and maintain throughout employment, the equivalent to a valid Nevada Class C driver's license.
Must possess within six (6) months of hire and maintain throughout employment, a valid Flagger Card or an ATSSA Traffic Control Flagger certificate.
Must possess within six (6) months of hire and maintain throughout employment, a certification for NAQTC Sampling & Density.
Must possess within six (6) months of hire and maintain throughout employment, a valid certification from the American Concrete Institute as a Concrete Field-Testing Technician Grade I.
Must possess within six (6) months of hire and maintain throughout employment, a valid and recognized certification for Nuclear Gauge Safety Training.
Must possess within six (6) months of hire and maintain throughout employment, an ATSSA Traffic Control Technician certificate.

PUBLIC WORKS INSPECTOR I
Establish and maintain effective relationships with those contacted during work. Perform onsite inspections of streets, curbs, gutters, sidewalks, driveways, catch basins. When working with effluent systems, storm and sanitary sewers, traffic signals and controls, rough and fine grading and other related public works projects, observe and direct specific problems and questions to the appropriate personnel.
Inspect contractor traffic control for compliance with safety standards, safety aspects of jobs in progress and ensure contractor compliance with applicable safety rules and regulations.
Perform basic contract administrative functions including estimates and provide initial/preliminary authorization for progress payments due on contracts for public works projects.
Retain plans and specifications until project completion, prepare punch lists and check as-built plans for completeness and accuracy. Write and maintain clear, accurate and concise records, reports, logs of inspections performed, correspondence and field sketches while using complex technology systems relevant to the job. Prepare periodic and special reports as required.
Review, read and interpret drawings, plans, maps, and specifications. Note changes required and follow up as necessary. Interpret and explain regulations, ordinances and policies to developers, contractors, representatives of other agencies and the public. Confer with City engineering and inspection staff regarding possible changes to plans and problem resolution.
Assist with street cut program, issue, and inspect permits, measure patches and ensure contractor installation of patches and back fill of permits per City requirements. Attend meetings as required and provide skilled inspections of varied public works and related projects.
Conduct tests for density and compaction. Operate instruments for testing of soil, concrete and asphalt. Inspect installation of concrete and asphalt paving. Ensure proper procedures and workmanship. Use a variety of engineering and survey tools and equipment.
Assist in post emergency damage assessment. Respond to emergency calls in off-hours as required and respond to emergencies when assigned.
Perform other duties which may be assigned.
Knowledge, Skills and Abilities:
- Knowledge of applicable City, state and industry laws, ordinances, regulations, codes, and standards
- Knowledge of construction methods, materials, practices, specifications, and equipment
- Knowledge of field engineering and inspection practices and basic design criteria for construction projects
- Knowledge of safe work practices and regulations pertaining to the work
- Knowledge of complex math including geometry
- Knowledge of basic surveying principles and practices, materials and soil testing techniques and terminology
- Knowledge of principles and practices of emergency management
- Ability to use computer applications and software related to the work including but not limited to, Microsoft Office
- Ability to maintain and manage own schedule effectively
- Ability to exercise sound independent judgment within procedural guidelines

Exposure to hazardous conditions and traffic. Ability to work construction sites when inspecting structures. Ability to work on uneven surfaces, trenches and slopes and conditions found in a construction environment. Ability to lift and carry up to sixty (60) lbs.

- This position reports to a Capital Projects Coordinator or Infrastructure Coordinator
- Supervision exercised: May train others in work procedures
- May be called back, held over, work off-hours, nights, weekends and holiday shifts as required
- May be required to work during emergency circumstances or inclement weather conditions
- May be required to pass a pre-placement drug screen and background investigation
