NATURE OF WORK
 
This is skilled technical field work with limited supervisory responsibility for the installation, maintenance, modification and repair of a natural gas distribution system.
 
An employee in this class may direct and participate in the work of skilled technical subordinates in the operation, installation, maintenance and repair of natural gas distribution facilities. Responsibilities for this classification include performing regulatory compliance field inspections, emergency response to reports of hit lines and gas odors, damage prevention and monitoring of gas pipeline facilities.   An employee in this class follows standards, methods and procedures for the installation, modification, maintenance and repair of the natural gas distribution system. Supervision is received from a technical superior. Incumbents follow standards, methods and procedures for the installation, modification, maintenance and repair of the natural gas distribution system. This position maintains and operates facilities in compliance with applicable specifications, codes, safety standards and operating procedures. The employee performs inspections of the distribution system and documents results.   
 

ESSENTIAL JOB FUNCTIONS 
 

The following are representative of the level and kind of duties and responsibilities which are assigned to incumbents in this classification. As workload or availability of personnel requires, the incumbent performs these or other duties which are similar or related, as required and assigned.
 
  • METERS AND REGULATORS – Performs tasks related to the installation and maintenance of customer meter sets and regulators for residential and commercial service applications. Performs initial meter sets, meter change-outs, initiation of gas service, service turn-offs, atmospheric corrosion inspection and remediation of meter sets on above ground gas piping.
 
  • CODE COMPLIANCE – Has knowledge of the Florida Building Code and the International Fuel Gas Code. Understands how to apply the Fuel Gas Codes pertaining to natural gas piping from the point of delivery to each connected gas appliance and venting requirements.
 
  • EMERGENCY RESPONSE / CALL OUT – Responsible for the investigation of reports of gas odors/leaks (One (1) hour response time is required). On a rotating basis, assigned to off-hours emergency response standby status for seven (7) day duration. Must be available for call-out emergency response.
 
  • CONSTRUCTION – Performs tasks as part of a construction crew for the installation, repair and maintenance of the underground infrastructure. Performs excavation, maintenance and repair activities utilizing various hand tools and pneumatic equipment. Performs pipe joining using various Medium Density Polyethylene (MDPE) fusion equipment and mechanical fittings, testing and purging of new main and service line installations, Captures as-built construction information (material and location) of installed underground and aboveground facilities, completes all supporting documentation paperwork.
 
EDUCATION
 
  • Graduation from an accredited high school or G.E.D. equivalency diploma or an equivalent combination of vocational education training and experience as outlined below.
  • PROOF OF HIGHEST LEVEL OF COMPLETED EDUCATION MUST BE SUBMITTED AS AN ATTACHMENT WITH APPLICATION. (Applications without attached proof of education will not be processed for consideration.)

EXPERIENCE 
  • Three years of experience in gas utility work involving the installation, maintenance, and repair of natural gas pipeline facilities, appliances, and gas piping.
  • Certification required: Florida 604 propane license (or obtain within 6 months of employment date)
  • Certifications desired depending on assignment: Certificate of Competency as a Gas Installer (or equivalent depending on assignment); 601, 408 OQ required by DOT; 408 LP Mechanical License; and Natural Gas Service License or trade equivalent.
 
NECESSARY SPECIAL REQUIREMENTS 
  • Must possess a valid driver’s license with an acceptable driving record.
  • Must obtain a valid Florida driver’s license prior to hire.
  • Complete the City of Sunrise Operator Qualification Program, as related to the position, within the applicable probationary period.
  • Complete a basic gas serviceperson course (FGT), and/or verification of training Midwest Energy Association (MEA/MGA) to work on natural gas distribution equipment and piping.  
  • Complete an advanced gas service and/or distribution training within six months of employment date.
  • Must pass pre-employment physical and drug test. Position is subject to random drug and alcohol testing.
  • Must be able to immediately respond while assigned to off-hours emergency response standby status for a seven-day duration.
 
PHYSICAL REQUIREMENTS
 
Work Environment
Work is performed in various environments primarily in the field with prolonged exposure to the elements, natural gas and electrical equipment. Shifts and work hours may vary and may include evenings, weekends and holidays. Some duties may require exposure to adverse conditions including, but not limited to: varying temperature and inclement weather and/or other adverse environmental conditions. May be required to perform work at locations which may not be accessible to the physically handicapped.
 
Physical
Ability to climb, balance, bend, stoop, squat, kneel, crouch, crawl, reach, push and/or pull, twist and make repetitive hand movements. Ability to load, carry, lift, push and/or pull objects weighing up to 50 pounds. Sitting or standing for prolonged period of time required. Must have the ability to safely operate a City issued motorized vehicle.
 
Sensory
Ability to perceive and differentiate visual, auditory and olfactory cues or signals. Tasks require the ability to effectively communicate verbally and written. Requires ability to adapt to frequent changes in workload and to adjust priorities quickly as circumstances dictate while completing tasks within established time frames. It also requires effective communication and interaction with employees from all City departments/divisions and the public.
 
 
KNOWLEDGE, SKILLS AND ABILITIES
 
BASIC KNOWLEDGE: 
  • Competent understanding of the Florida Building Code and International Gas Fuel Code; Working knowledge of the tools and equipment utilized in the natural gas utility industry; use and application of pressure gages, manometer, multi-meter, and working knowledge of gas utilization equipment. Must be able to provide clear written and verbal communication.     
 
MATHEMATICAL SKILL: 
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to interpret tables and bar graphs.    
 
PROFESSIONALISM:
  • Approaches others in a tactful manner, reacts well under pressure, treats others with respect and consideration regardless of their status or position; accepts responsibility for own actions; follows through on commitments. Ability to provide crew leadership and instill good morale.
 
JUDGMENT AND DECISION:
  • Under general supervision handles assignments independently. Makes recommendations for solutions to problems and discusses all unusual aspects with supervisors or management.   
 
ACCURACY:
  • Requires attention and care to ensure that proper installation and repairs are made to the natural gas fuel line piping.  Assures that proper testing is performed to identify and eliminate all leaks.  Accurately completes required documentation of activities and correctness of reports for various regulatory compliance requirements.
 
CUSTODIAL RESPONSIBILITY: 
  • Is responsible for City-issued motorized vehicles, tools and necessary test equipment required for the performance of his/her job.  
 
CONTACTS:
  • May have occasional contact with state, county and local inspectors, as well as members of the public and City personnel from other departments.   Interacts with contractors in giving and receiving information. Has frequent contact with public and most often must go onto the property of customers. Must have the ability to establish and maintain effective working relationships with customers, the general public and other employees. Must communicate clearly and concisely, orally and in writing. Must have the ability to understand and carry out verbal and written instructions.
