General Description
In partnership with the Director/CHRO, the Labor Relations Manager is responsible for assisting with managing comprehensive labor relations for Human Resources in the City of Tucson.� Position duties include, but are not limited to, coordinating the organization-wide labor relations efforts that support the mission and the goals of HR and the City; supporting and participating in the negotiation of memorandum of understanding (MOU), MOU interpretation and consultation; providing guidance and assistance to HR team members, supervisors, and managers on labor relation issues; participating in meet-and-confer and meet-and-discuss processes; reviewing and optimizing processes, procedures, and systems as related to labor relations; developing, leading, and coordinating special programs and projects as related to labor relations; and completing other duties as assigned by Director/CHRO.
Essential Functions
Labor Relations (60%)� Coordinates the administration of all labor memorandum of understanding (MOU); interprets MOUs to employees, managers, employees, and other HR staff; coordinates processes for review and resolution of grievances; advises supervisors, managers, and employees on sensitive labor relations matters; collaborates with stakeholders;�establishes procedures and communication channels between the stakeholders; and ensures�affected COT constituents are involved and informed about the status of a labor relation process. Advises and counsels supervisors, managers, and HR team members on labor relations issues and the consistent application of MOU provisions; prepares information for the City in grievance meetings, mediations, arbitrations, meet-and-discuss, meet-and-confer, fact-findings, administrative hearings; and listens, summarizes and reports on the status of grievances and resolutions and other labor relations actions to HR Director. Labor Negotiations (30%) Coordinates and participates in the meet-and-confer process, either during the agreement labor negotiation process and/or on individual matters; meets with department managers before labor sessions to identify management concerns and possible proposals; analyzes the impacts, provides costs of proposals, makes recommendations to HR Director; and informs others on the status of the labor relation activities as needed. Process Improvement (5%) Reviews processes, systems, etc., that might impact existing workflows and recommends methods to optimize to the desired state and improve efficiency in labor relations activities. Special Projects and other duties as assigned (5%) Develop, lead, and coordinate special programs and projects in labor relations activities.
Minimum Qualifications
*Minimum Education Level & Type: bachelor’s degree in a relevant degree. *Minimum Experience Qualifications: At least five (5) years in Human Resources, of which three (3) years have been in a supervisory role in a related functional area. Valid and unrestricted driver’s license *Any combination of relevant education and experience may be substituted on a year-for-year basis.
Preferred Qualifications
• Demonstrated knowledge of principles and practices of employee and labor relations, bargaining, and labor laws. • Experience in one or more of the following HR functional areas: recruitment, classification, compensation, performance management, labor relations, employee relations, employee recognition, training, and development, or other functions relating to human resource management. • Demonstrated effective interpersonal, written, and oral communication skills. • Demonstrated experience interpreting and applying HR laws, rules, policies, procedures, and practices. • Demonstrated ability to interact with large groups and individuals at all work levels. • Demonstrated proficiency in the use of computers and software applications. • Demonstrated success in fostering internal and external community relationships. • Effective project or time management skills; ability to manage multiple complex projects or tasks concurrently. • Flexibility of schedule and willingness to work select evenings and/or weekends. • Professional certification from a recognized human resource/personnel association. • Human Resource experience in a public entity setting.
