Overview
This position is responsible for the general oversight and administration of the city’s water and sewer utility services.
- Plans, directs and controls departmental activities, goals and objectives by reviewing daily activities, orders, reports and records; confers with managers, division superintendents and supervisors; reviews personnel performance evaluations, recommendations and disciplinary actions; reviews budget requests and purchase requests.
- Directs and performs long-range planning for the growth of the department and the expansion of the system to meet the future needs of the city for water and sewer services; supervises personnel in the procurement and management of consultants in the preparation of master plans, treatment and service strategies, rate studies, fee systems, policies and ordinances.
- Reviews area comprehensive plans and growth strategies and zoning and annexation applications for compliance with water, sewer and drainage master plans; interprets departmental policies to the community; reviews and analyzes development ordinances and construction plans.
- Supervises and participates in the performance of administrative duties for the department, including budget request preparation, industrial pretreatment permit approvals, and reports; writes proposed ordinances and resolutions for policy changes and prepares and presents agenda items to management, the Mayor and the City Council.
- Supervises and participates in the preparation of conceptual plans for special projects and service plans; supervise personnel in managing consultants and other personnel in the preparation of construction plans and specifications for new water and sewer facilities and in the construction and inspection of such facilities.

Qualifications
- Knowledge of local, state and federal codes, acts and policies concerning water, wastewater and drainage.
- Knowledge of water and wastewater plant design, construction, operations and maintenance.
- Knowledge of water and sewer line system design, construction and maintenance procedures.
- Knowledge of civil, mechanical and electrical engineering principles.
- Knowledge of public administration, municipal accounting and budget management.
- Knowledge of contract development, negotiation, and administration.
- Knowledge of grant management principles.
- Knowledge of management and supervisory principles and practices.
- Skill in strategic planning, organization, and decision making.
- Skill in the supervision of personnel.
- Skill in public speaking and public relations.
- Skill in oral and written communication.
- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
- Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
- Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution as appropriate.
