The purpose of this position is to plan, direct, and supervise transit system administration and operation for the City of Wausau.

Metro Ride’s mission is to provide citizens with access to the community by providing timely, dependable, “people-oriented” public transit services. High value, safe transit service benefits the community through significant cost savings for the user and decreased public expenditures for more costly alternatives.
This organization is responsible for planning and administering transit services in the community. Services provided include fixed- route bus service and ADA paratransit service for the disabled. All services are open and available to the general public. Metro Ride is responsible for submitting applications for federal and state grant funds and for maintaining compliance with federal and state transit program requirements.

Essential Duties and Responsibilities
- Prepares and submits annual operating budget. Monitors expenses and revenues. Prepares State and Federal funding grant applications for operating and capital expenses.
- Prepares Federal Transit Administration and Wisconsin DOT reports regarding City transit activities.
- Responds to customer complaints and service requests.
- Researches, develops, and implements marketing plan.
- Monitors transit service efficiency and effectiveness.
- Prepares equipment and service specifications.
- Administers labor agreement. Participates in labor negotiations. Assigns work, trains employees, provides guidance, imposes discipline, and discharges employees. Prepares employee evaluations.
- Plans transit routes and schedules. Prepares transportation improvement, ADA paratransit and Title VI plans.
- Prepares news releases, correspondence, memos, etc., regarding transit activities and services.
- Attends and participates in staff, Transit Commission, planning and related meetings.
- Approves payroll and payment vouchers.
- Develops and implements policies and procedures including the responsibility of employee safety.
- Supervises transit service contracts.
- Develops and implements policies and procedures as required to maintain compliance with state and federal requirements.
- Interacts with local, state, and federal elected officials regarding legislative, funding, and other transit matters.
Minimum Requirements
Candidates should have an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities, as outlined below:
- A Bachelor’s degree in public administration, planning, transportation or closely related field, or any equivalent combination of training and experience that brings the knowledge, abilities, skills and leadership to the delivery of contemporary public transportation services;
- Seven – 10 years of progressively responsible transportation administrative experience, with supervisory experience preferred; and
- The ability to attain and maintain a Class B CDL w/ air brake and passenger endorsement.
- A collaborative and communicative approach to work; a record in maintaining collegial working relationships in a unionized environment is ideal.
- Strong managerial and leadership skills.
- A record of experience that demonstrates the ability to see the "big picture" of how public transportation can dovetail into and enhance the region’s overall community development goals.

- Ability to communicate orally and in writing with customers, Wisconsin DOT personnel, Federal Transit Administration personnel, Transit Commission members, Mayor, City Council members, planning personnel, news media representatives, vendor representatives, other City department personnel, union representatives and Transit employees.
- Ability to calculate percentages, fractions, decimals, volumes, ratios, present values, and spatial relationships. Ability to interpret basic descriptive statistical reports.
- Ability to use functional reasoning in performing influence functions such as supervising, managing, leading, teaching, directing, and controlling.
- Ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
- Ability to operate, maneuver and/or steer equipment and machinery requiring simple but continuous adjustments, such as computer keyboard, calculator/adding machine, photocopier, coins sorter, telephone, fax machine and transit bus.
- Ability to coordinate eyes, hands, feet, and limbs in performing slightly skilled movements such as operating a bus.
- Ability to exert light physical effort in sedentary to light work, typically involving lifting, carrying, pushing, and pulling.
Physical and Working Environment
Normal office working conditions within minimal exposure to disagreeable elements. Normal mental and visual attention is required. Light physical demands include bending, twisting, turning, and light lifting. Limited exposure to workplace hazards.
