Position Title: Information Technology Director

Reports To: City Manager

FLSA Status: Exempt

JOB SUMMARY: The IT Director is responsible for managing the IT operations for the City which includes network and system support, desktop support, and telecommunications management. This includes ensuring a streamlined operation for the IT department in alignment with the business objectives of the City. The IT Director will plan, coordinate, direct, and design IT-related activities of the City. Provide ongoing analysis and planning of the LAN/WAN, making decisions for changes, upgrades, and new projects to facilitate meeting the needs of the City. DUTIES AND RESPONSIBILITIES

1. Essential Activities:

· Directors, coordinates, and reviews work for staff; assigns work activities and monitors workflow.

· Responsible for preparing the department budget, including control over expenditures, establishing, and enforcing department policies, procedures, work performance, and safety standards.

· Works with outside agencies as needed to ensure the computer system platform provides sufficient computing resources to deliver the desired level of performance.

· Monitors and maintains network stability, collects, and analyzes network and memory utilization, and installs and tests software upgrades. Manages computer operations scheduling backup, storage, and retrieval functions.

· Develop and implement plans to mitigate or remedy security issues and data where applicable or necessary to ensure the safeguarding of the City’s technology assets.

· Manages maintenance and minor repairs to computers, printers, and network equipment as needed, and coordinates third-party maintenance for network hardware, software, and telecommunications services. Prepares and maintains documentation of network configurations, cabling layout, and computer wiring.

· Ensures continuous operation support for the City’s telecommunication data transfer through telephone, wired and wireless means.

· Develops, maintains, and tests disaster recovery plans for the network. Maintains and updates policies and procedures for end users and implements Cybersecurity policies and/or programs to improve the City’s overall security posture; provides security awareness training to ensure that staff is aware of end-user cyber threats that may exist and understand related gaps in the cybersecurity posture that should be addressed.

· Knowledge of pertinent Federal, State, and local laws, codes and regulations, vendor licensing compliance for Microsoft, VMWare, etc.

· Reviews evaluates and develops short- and long-term program goals and objectives; promptly administers tasks to effectively accomplish goals and objectives on time and within budget.

· Actively participates as a member of the Manager’s leadership team. Works collaboratively within the municipal organization, continually improve City services and appropriately allocate organizational resources across City departments.

· Develop and maintain the strategy for the future direction of LAN/WAN. Maintain and provide recommendations for state-of-the-art technology in a constantly changing environment by researching tech journals and other resources.

· Provide oversight and direction for the maintenance of the BSA Financial Management Suite server and various other hardware Maintain network hardware and software, including servers, peripherals, network nodes, terminals, and wiring.

· Develop configuration and performance standards for the network; and implement and monitor controls to ensure they are maintained and systems patched and continually updated.

· Assists and/or performs the duties of recruiting, hiring, and managing department personnel.

· Performs related work as required.

2. Required Knowledge, Skills, Abilities and Minimum Qualifications:

3. Required Education and Experience:

Bachelor’s degree from a four-year college or university in Information Systems Management, Information Technology, Computer Science, Business Management, Public Administration, or a related field; Five years in information services management, systems design/architecture, network operating systems, hardware/software troubleshooting; or a combination of education, training, and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

This position will be subject to additional background checks as mandated by the Michigan State Police, Michigan Criminal Justice Information Network (MICJIN), and the Wayne Police Department due to access to the police department facility or police department’s electronic data.

Computer operating systems including but not exclusive of Microsoft Domain with Active Directory, various MS Windows versions (10,11), and a wide range of Microsoft Professional Office 365 products; including but not exclusive to Word, Excel, and Access and Visio. Microsoft Server, 2012,2016, 2019.

· Telephone equipment/ VOIP services experience.

· Mobile devices, Android and iOS experience

· Storage protocols and technologies; filesharing and NAS servers.

· VPN technologies (PPTP, L2TP / IPSec, SSL) and Netmotion

· Experienced with network security technology including Fortinet firewall, and wireless technologies.

· Routers network switches and VLANSs, Internet gateways.

A valid Michigan driver’s license is required.

Preferred certifications: Network or A certification and Security

Pay: $86,230.00 - $107,690.00 per year
