Competitive compensation package:
Annual Pay Range: $72,534.17 - $91,984.96
Hourly Pay Range: $34.872201 - $44.223540
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Social Services Division is seeking an experienced, detail oriented individual to join their team as a Management Analyst 2. The position's primary responsibilities consist of a combination of complex contract and grant development and administration, compliance and reporting, budgeting and forecasting, and specialized electronic database management and reporting for the Social Services Divisions' Homeless Information Management System (HMIS). This position also includes acting as the Agency Administration for Social Services' HMIS Administrator. Additionally, the Management Analyst 2 works on Community Action related grants and contracts, from conception to monitoring to close out and retention. This position is essential to maintaining compliance with Oregon Housing and Community Services (OCHS) and Housing and Urban Development (HUD) programs for supported housing.
The Management Analyst 2 will be a liaison with State and Federal funding contacts, as well as with multiple County departments, such as County Counsel, Risk Management, Procurement, and Finance Grants to ensure funder regulations and both internal and external contract policies are followed. Additional duties include supporting management by performing analysis of complex fiscal and program data. Successful candidates will have ability and experience with formulating recommendations on analysis to provide management with information for effective decision making and planning, as well as taking action on behalf of management to implement those decisions.

Required Minimum Qualifications/ Transferrable Skills:*
- A minimum of four (4) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
- Experience with administrative or management support in areas of administration, programming, finance, budgeting, contracts, and/or other specialty areas
- Experience with the full-cycle grants process for a social services or similar agency, including grants writing, funding, compliance monitoring, audits, and financial reporting
- Experience with management of existing agreements, including payments, reporting and compliance requirements
- Familiarity with federal and state funding process
- Experience negotiating contractual agreements and sub-recipient agreements, including procurement, contract terms and conditions
- Experience in effective research techniques, methods and procedures
- Ability to prepare clear, accurate and concise reports in a timely manner
- Ability to communicate complex requirements to partners and peers
- Effective verbal and written communication skills
- Must pass a criminal history check which may include national or state fingerprint records check

Preferred Special Qualifications/ Transferrable Skills:*
- Experience with data entry and reporting from Service Point or similar HMIS (Homeless Management Information System)
- Experience working with Oregon Housing and Community Services (OCHS) and/or Housing and Urban Development (HUD) funded programs, including eligibility and direct services
- Experience with database administration; HMIS/ServicePoint experience is strongly preferred
- Strong computer skills, including Microsoft Word, Excel, and Access

TYPICAL TASKS
Duties include but are not limited to the following:
- CONTRACTS / PROCUREMENT: Initiates, writes, processes, administers, develops contracts including new contracts, amendments and intra-agency agreements. Supports management to define scope of work, performance measures, and outcomes to comply with requirements of funding agencies. Adheres to Local Contract Review Board Rules. Determines contract issuance type and signature authority. Streamline procedures. Participate in Contract Specialist work group.
- AGENCY ADMINISTRATOR / HMIS: Serves as the primary Agency Administrator for Social Services Homeless Information Management System (HMIS) electronic database. Provide high-level technical support, researching best practices, creating quality assurance and data quality management protocols. Oversees and reconciles program data within HMIS against contractual agreements with state and federal funders. Ensures that Social Services complies with funder mandates on releases of information, sharing and securing client data. Analysis to determine potential software or user errors when reports display errors, data issues or missing information. Co-coordinate and conduct HMIS user trainings for grantees and contractors to cover confidentiality, requirements in entering data, data standards, error fixes. Provides input to management regarding staffing performance when recurring issues with data accuracy or completion arise in HMIS. Ensures work completion within established time and funder requirements.
- CONTRACT / GRANT BUDGETS / REPORTING: Tracks, processes and reconciles contract expenditures and monitors for compliance with contract budget. Analyzes and makes recommendations on homeless contract budgets; processes encumbrance forms; forecasts revenues; reviews, researches and recommends changes to contract budgets. Ensures compliance with state and federal grant reporting requirements; submits accurate and timely grant reports; serves as liaison with granting agency. Researches and interprets new reporting requirements. Write/schedule staff reports for Board of Commissioner review. HMIS- Collects and reports data internally to management, Community Action Board, and state and federal funders. Researches report discrepancies. Recommends changes in processes or procedures to increase efficiencies and reporting accuracy.
- GRANTS / GRANT ISSUANCE / GATEKEEPER ROLE: Coordinates, prepares, writes, and submits grant applications; serves as the Gatekeeper for Oregon Housing and Community Services multiple funding streams. Tracks, prepares, and processes grant work plans, amendments, and budget change requests. Writes Notice of Funding Opportunities (NOFO), press releases, develops budget forms in compliance with County's NOFO Policy. Completes Risk Assessments and Grant Lifecycle Forms. Follows County Grants Manual. Manages contracts through department contract database. Develop scoring criteria for NOFO applicant review. Solicits reviews, and as part of review team, recommends grant awardees.
- COMPLIANCE / MONITORING / AUDITING: Develop grantee monitoring and auditing tools by analyzing funder requirements. Conduct monitoring site visits to grantees. Review invoices for compliance, prepare encumbrance forms, and verify account codes. Review audit requests analyze report queries from Finance Grants. Work with managers and administrative staff to ensure compliance with all rules and requirements relating to grants and contracts. Prepares and presents reports at public meetings as requested. Prepares financial and demographics reporting for contracts on homeless programs. Adhere to OAR 813-046 & OAR 813-240 & HMIS Data Standards Manual. Interprets policies, rules, regulations of state and federal funding agencies.
WORK SCHEDULE
This position is included in the County’s alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off):
- Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
- This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
