Job Summary:

We are seeking an Assistant to the Engineer to join our team. Under the direction of the County Engineer, the Assistant to the Engineer, performs civil engineering duties ranging from design to construction management. Projects include bridges, road surfacing, road construction, bridge inspections and traffic studies. This is a self-directed professional-track position which requires the exercise of considerable judgment, knowledge, and creative thinking to determine safe, sustainable, and economical solutions to unique and complex engineering problems.

Position Responsibilities

These are not to be construed as exclusive or all inclusive:

1. Responsible for knowing and following the County’s safety rules, policies, and procedures and assists with the enforcement of County policies, safety rules, and all work-related procedures as called upon.

2. Must be capable of regular and predictable attendance to perform assigned tasks.

3. Ability to work under pressure and meet deadlines.

4. Inspects construction and maintenance work to ensure compliance with approved plans and specifications, and design of road and bridge improvements, traffic ways, and public highway projects and structures.

5. Develop and evaluate alternatives, plan, and design: paving, resurfacing, bridge, drainage, restoration, grading, recreational trails and other maintenance and construction projects.

6. Prepare bidding and letting documents for construction and maintenance projects through the Iowa DOT.

7. Prepare pay estimates, resolve disputes, and monitor the progress of contracted work to ensure timely completion and compliance with federal, state, and local standards.

8. Collaborate in the development of the County Five Year Program (CFYP).

9. Participate in the development and oversight of the department’s construction budget.

10. Prepare project cost estimates; develop individual construction projects that meet objectives within the department’s construction budget.

11. Develop, oversight, and administer infrastructure project budgets in excess of $1 million dollars; monitor, document and participate in the audit of federal-aid projects.

12. Prepare funding or grant applications for maintenance and construction projects.

13. Provide work direction, leadership, and advice to Engineering and Maintenance staff and crews as required in accordance with work policies, procedures, and safety standards.

14. Prepare, review, and maintain project traffic control and permit documentation.

15. Keep the County Engineer informed of work-related activities.

16. Maintain positive department public relations. Serve as a public liaison by answering questions, solving problems, correcting difficulties, preparing, and giving presentations and meeting with the public to provide information.

17. Prepare and complete documentation of inspection procedures for construction projects to ensure compliance with federal, state, and local mandates.

18. Assists with survey plans to acquire right-of-way (ROW) for construction projects.

19. Read and disseminate training manuals, IDOT specifications/special provisions and other bulletins, documents, and copies of changes to appropriate staff members.

20. Attend work-related meetings and professional development opportunities to keep well informed on new standards, regulations, procedures. Recommend changes and implement new regulations.

21. Assist with bridge inspections.

22. Other duties may be required and assigned.

Position Requirements:

The Assistant to the Engineer must be organized and focused with the ability to manage multiple projects. The experience and education which demonstrates the ability to perform the work includes:

Education, Licenses, Certifications, and Training Requirements:

Bachelor’s degree in civil engineering or related field is required..

Experience:

Preferred:

· Engineering experience with Iowa Department of Transportation project development process

· 4 years of experience in AutoCAD Civil 3D, ArcGIS or other CAD based programs.

· 2 years of experience with Hydraulic programs such as the Iowa DOT Bridge Backwater Program. As a minimum, ability to calculate drainage areas and perform accurate calculations to determine water discharge.

· Experience in Federal Highway Administration regulations and specifications.

· Experience in principles and practices of civil engineering as applied to the design and maintenance of modern highways and bridges.

· Experience in principles and practices of infrastructure project management and administration including budgeting, accounting, benefit/cost and life cycle cost analysis, and critical path scheduling.

· Experience in bridge inspections.

Licenses:

· Valid Iowa Driver’s License, required.

· Insurable under the County’s insurance policy.

· Engineer Intern (EI) or ability to obtain within 1 year of employment.

Knowledge, Skills, and Abilities:

· Knowledge of State of Iowa Code and regulations governing the practices of Civil Engineering.

· Able to demonstrate the ability to calculate drainage areas and perform accurate calculations to determine water discharge.

· Ability to proficiently operate general office equipment, such as a computer (including Microsoft Word, Excel, and Outlook), copy machine, fax machine, postage machine, and telephone.

· Use Computer Aided Design and Drafting (CADD) software to produce clear, accurate representations of existing field conditions and to communicate design intent.

· Use surveying instruments or related measuring equipment, mobile computers, hand tools, power equipment, and digital media to collect field data, perform construction staking, and document project quantities.

Work is performed indoors and outdoors for extended periods of time under a wide variety of weather conditions.

Physical Demands:

· Work requires walking or climbing on uneven surfaces, standing for extended periods of time. Also includes mobility to complete engineering field work such as surveying at various county facilities and job sites.

· Work in the field exposes the employee to adverse weather conditions, vehicle traffic around roadways, moving machinery, noise, dust, vibrations, and fumes.

· Protective equipment such as hard-hat, gloves, ear plugs, safety glasses and steel-toed shoes are worn in the field.

· Position requires frequent use of fingers, hands, and close vision.

· Position requires substantial interaction/communication with other employees as well as the general public, vendors, and department affiliates.

· Position may have you lifting up to twenty (20) pounds regularly and occasionally lift items weighing up to fifty (50) pounds with assistance.

· Position may require occasional weekend, early morning, and late-night work hours, depending upon project demands.

· Position does require frequent opportunities of hours of worked in excess of 40 hours per week.
