What are the responsibilities and job description for the Controller position at Clear Creek ISD?

To direct and manage the finance office of the district, including accounting, budget, cash management, payroll, accounts payable, activity funds, and fixed assets. Actively engage in actions that contribute to the overall mission and strategic plan of Clear Creek ISD.

Qualifications

Education/Certification/Licensure
Bachelor’s degree in accounting from an accredited college or university
CPA certification or related experience preferred
Special Knowledge/Skills
Advanced knowledge of school finance, budgeting, accounting systems, and economics
Extensive knowledge of the TEA FASRG
Working knowledge of financial applications and accounting
Strong communication, public relations, and interpersonal skills
Proficient computer and software skills to perform data analysis, input and information retrieval, spreadsheets, and word processing
Ability to interpret policy, procedures, and data
Ability to manage budget and personnel
Experience
Minimum of 5 years successful supervisory experience in finance/accounting activities of a school district or other governmental entity

Major Responsibilities and Duties

Finance Office
  • Supervise all finance office professional and para-professional staff.
  • Manage, oversee, and coordinate all aspects of accounting, budget, payroll, accounts payable, activity funds and fixed assets for the entire district.
  • Prepare and evaluate monthly financial statements and related budget reports.
  • Monitor and oversee all district expenditures; budget to ensure compliance with district policy as well as federal, state and other laws and regulations; and ensure budgets are not exceeded.
  • Publish financial information and provide written guidelines and procedures in the Financial Operations Procedures Manual.
  • Serve as the investment officer of the district and invest district funds in instruments that comply with the Texas Public Funds Investment Act and district policy.
  • Coordinate internal and external audits to assess the district’s financial position and compliance with appropriate laws and regulations.
  • Plan and conduct need assessments for growth and improvement of the district business operations.
  • Collaborate with the CFO to compile district, campus, and department budgets and cost estimates.
  • Develop cash flow analysis and projections to aid in determining cash available for investment and payment of bills.
  • Develop semi-annual financial information for submission of data to the TEA.
  • Prepare, review, and revise finance office job descriptions.
  • Develop training options and/or plans to ensure exemplary business operations.
  • Evaluate job performance of employees to ensure effectiveness.
  • Research district policy, precedent, and current practices prior to taking action.
