Duties Summary Continued GS-11 The primary purpose of this position is to provide recruitment and placement advice and guidance to managers in support of the installation Civilian Personnel Office. Duties

  • Performs the full range of Recruitment and Placement advisory services
  • Provides continuing technical advice and assistance to management on Human Resources Program Requirements Conditions of Employment
  • Must complete initial online questionnaire and additional assessment(s)
  • U.S. Citizenship is required

  • Must be able to obtain and maintain a secret security clearance Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience include knowledge of the basic principles, concepts, and methodology used in human resources. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. OR EDUCATION: Applicants have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your official transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have less than the full amount of specialized experience described in the job opportunity announcement; however, they have completed some graduated-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, applicants have a combination of experience and education. NOTE: You must submit a copy of official transcripts. GS-9 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience include knowledge of the principles, concepts, and theories of human resources, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. OR EDUCATION: Applicants have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have less than the full amount of specialized experience described; however, they have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, applicants have a combination of experience and education. Note: You must submit a copy of official transcripts. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience include knowledge of a wide range of HR specialization concepts, practices, regulations, precedents, and procedures; special recruiting authorities and strategies. Ability to provide comprehensive HR services to management and employees throughout organizations serviced and analyze, evaluate and recommend appropriate resolutions to complex interrelated HR problems and issues. Knowledge of, and skill in applying, HR staffing and recruitment principles, concepts, laws, regulations, techniques, and guidelines sufficient to support an organization's recruitment and placement program. OR EDUCATION: Applicants have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have less than the full amount of specialized experience described in the job opportunity announcement; however, they have at least 3 years of progressively higher level graduate education, but have not obtained a Ph.D. or equivalent graduate degree. Therefore, applicants have a combination of experience and education. Note: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-7/9
  • Knowledge of basic principles of the classified titled or related field
  • Skill in communicating factual and procedural information clearly, orally and in writing
  • Ability to learn basic techniques of the classified title
  • Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions
  • Ability to plan and organize work, and consult effectively with co-workers GS-11
  • Knowledge of, and skill in applying wide range of laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the civilian recruitment and placement functions
  • Knowledge of, and skill in applying, a wide range of civilian Human Resource Management concepts, principles, and practices; local and higher level HRM procedures; the mission, functions, and programs of assigned organizations; and analytical and evaluative techniques
  • Knowledge necessary to provide guidance to management on all civilian recruitment and placement issues
  • Ability to communicate, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcriptswith the application. Official transcripts are not required at the time of application; however, if position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified prior to appointment.
