SUMMARY The Policy Analyst provides expert, authoritative advice and analysis on areas that involve coordinating and evaluating public policy on climate change affecting all aspects of transportation; legislative and regulatory proposals affecting these areas, conducting studies and analyses, researching and developing requirements, and drafting or reviewing guidance and policy statements related to climate change. The Policy Analyst supports the office’s role as the focal point for the review and coordination of the Department’s transportation policies, priorities, and objectives around climate change. ESSENTIAL DUTIES AND RESPONSIBILITIES Essential duties and responsibilities include the following. Other duties may be assigned. Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken. Conducts research studies analyzing and interpreting relationships between various elements of the transportation industry, and the regulations and regulatory agencies relating them, for their significance to the economy and to national transportation policy. Studies involve use of statistical techniques and data in the field of air and surface carrier economics, freight market structure, and safety aspects of the regulation on air and surface transportation, on air and surface carriers, receivers, shippers, and upon the economy of the United States. Performs analyses of major transportation issues, problems and proposals, including the economic effects of transportation regulation and related issues on the economy, on competing modes, an on overall through movements, and on intermodal movements for the purposes of evaluating policy impacts and making policy recommendations, particularly, but not limited to, those relating to safety regulation of transportation. Evaluates responses and monitors results of work contracted to outside research organizations in carrying out studies. Reviews proposed regulatory materials developed by the modal administrations and summarizes to support the offices concurrence or nonconcurrence. Reviews proposed legislation and Congressional testimony and assures its content is in keeping with Departmental and National policy. Monitors and analyzes studies that have been done by others in the fields of carrier safety, economics, and regulation, and evaluates their usefulness for Departmental policy development. Fully knowledgeable of national transportation issues, and of the ongoing regulatory programs and policies of the Department. Capable of initiating and carrying out independent research as necessary to address exceptional complex transportation safety problems that arise. Must be capable of rapid review of reports and specialized data and of developing recommendations, based on individual’s own program knowledge. Possess ability to identify and acquire information from sources such as germane news media, technical reports, publications, economic data and legal texts. Must make decisions on what information needs to be distributed within the organization and to whom. Addresses customer concerns promptly and professionally. Maintains a solid customer relationship, and assures customer satisfaction with the successful execution of the project(s). Interfaces with internal project teams, management, customers and suppliers. Maintains timely communications, and develops collaborative rapports with solutions-oriented approaches. Implements industry best practices, project management tools and methodologies. Responsible for aiding in own self-development by being available and receptive to all training made available by the company. Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability. Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) both for themselves, their employees, and the company as a whole. Fosters an environment in which they and their employees will report any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract. EDUCATION / EXPERIENCE Bachelors of Science degree. Five (5) years applying progressively responsible and in-depth principles, concepts, and practices related to environmental impact on program activities; or equivalent combination education/experience. JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES Basic knowledge and understanding of concepts, practices, and procedures related to implementation of federal regulations, policies and procedures Proven ability to perform in an advisory capacity and to make recommendations for resolving issues Excellent computer skills with proficiency in Microsoft Windows / Office (i.e., Outlook, Word, Excel, PowerPoint, Access, etc.) Excellent research and analytical skills with ability to identify problems, determine accuracy / relevance of information, evaluate alternatives and make recommendations Ability to work independently on assigned tasks as well as to accept direction on given assignments Ability to handle highly sensitive and confidential information with exceptional discretion Detail-oriented with solid analytical, critical thinking and problem-solving skills having ability to assess business requirements Excellent verbal communication skills with ability to effectively communicate with senior management Excellent written communication skills with proficiency in writing effective emails, briefs, reports, etc. Ability to utilize appropriate grammatical skills at a professional level Excellent customer service skills with ability to apply good listening skills and to handle unusual or complex situations with a calm and focused approach Proven ability to exemplify professional behavior, dignity, and excellence and to maintain high standards under pressure Ability to produce quality work, meet critical deadlines and pay attention to detail in a fast-paced, demanding environment Ability to be proactive, take initiative and accept accountability for assigned work functions Ability to work and communicate effectively with all levels of management and coworkers, as well as a wide range of people having diverse backgrounds Highly organized with ability to effectively manage multiple projects and priorities Ability to work both independently and in a team environment LANGUAGE SKILLS Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. REASONING ABILITY Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
